Book TennCare and Disproportionate Share Hospitals

Download or read book TennCare and Disproportionate Share Hospitals written by Chinyere Ogbonna and published by University Press of America. This book was released on 2007 with total page 114 pages. Available in PDF, EPUB and Kindle. Book excerpt: The economic recession and the rising healthcare costs experienced by many states in the U.S. is leading us towards the enactment of legislation that will reform the way that healthcare is provided and paid for within the individual states. TennCare was developed in Tennessee as a bold healthcare reform strategy that would simultaneously contain rapidly rising Medicaid costs while expanding insurance for a large, uninsured Tennessee population. The implementation of TennCare in January 1994 instituted the move of Tennessee's Medicaid patients into managed care health plans. This study describes the design, rationale, implementation strategy, and issues of the reform program, as well as offering in depth insight regarding the effects of the reform strategy on disproportionate share hospitals, i.e. hospitals that serve a large portion of Medicaid and uninsured patients. Data spanning ten years of pre- and post-Tenncare were analyzed to determine the effects of TennCare on the hospitals. Dr. Ogbonna provides a template for dealing with policy, managerial, and administrative issues of rising healthcare costs in Tennessee and the nation in general.

Book TennCare One State s Experiment with Medicaid Expansion

Download or read book TennCare One State s Experiment with Medicaid Expansion written by Christina Juris Bennett and published by Vanderbilt University Press. This book was released on 2014-09-29 with total page 308 pages. Available in PDF, EPUB and Kindle. Book excerpt: A history of the struggle among competing stakeholders in one of the oldest and most controversial experiments in US health care policy, a precursor to Obamacare. In 1993, Tennessee launched a reform initiative designed to simultaneously expand the proportion of residents with health insurance and curtail cost increases. It was guided by principles that nearly match those that guided the creation of the Affordable Care Act, also known as Obamacare. Like the ACA, TennCare used corporations, rather than a single government payer, to implement the plan, and it relied on a mix of managed care, market competition, and government regulation. While many states cut back on their Medicaid enrollments from 1993 to 2001, TennCare grew from 750,000 to 1.47 million enrollees. The state was less successful in controlling costs, however. Each major stakeholder group (the state, the managed care organizations, the providers, and the enrollees and their advocates) pushed back against parts of the state's strategy that adversely affected their interests, and they eventually dismantled the mechanisms of cost constraint. The author lays out the four stakeholder perspectives for each period in the history of TennCare and provides a link to difficult-to-access primary documents.

Book Federalism and Health Policy

Download or read book Federalism and Health Policy written by Alan Weil and published by The Urban Insitute. This book was released on 2003 with total page 448 pages. Available in PDF, EPUB and Kindle. Book excerpt: The balance between state and federal health care financing for low-income people has been a matter of considerable debate for the last 40 years. Some argue for a greater federal role, others for more devolution of responsibility to the states. Medicaid, the backbone of the system, has been plagued by an array of problems that have made it unpopular and difficult to use to extend health care coverage. In recent years, waivers have given the states the flexibility to change many features of their Medicaid programs; moreover, the states have considerable flexibility to in establishing State Children's Health Insurance Programs. This book examines the record on the changing health safety net. How well have states done in providing acute and long-term care services to low-income populations? How have they responded to financial incentives and federal regulatory requirements? How innovative have they been? Contributing authors include Donald J. Boyd, Randall R. Bovbjerg, Teresa A. Coughlin, Ian Hill, Michael Housman, Robert E. Hurley, Marilyn Moon, Mary Beth Pohl, Jane Tilly, and Stephen Zuckerman.

Book The Mismeasure of Education

Download or read book The Mismeasure of Education written by Jim Horn and published by IAP. This book was released on 2013-07-01 with total page 286 pages. Available in PDF, EPUB and Kindle. Book excerpt: With new student assessments and teacher evaluation schemes in the planning or early implementation phases, this book takes a step back to examine the ideological and historical grounding, potential benefits, scholarly evidence, and ethical basis for the new generation of test based accountability measures. After providing the political and cultural contexts for the rise of the testing accountability movement in the 1960s that culminated almost forty years later in No Child Left Behind and Race to the Top, this book then moves on to provide a policy history and social policy analysis of value-added testing in Tennessee that is framed around questions of power relations, winners, and losers. In examining the issues and exercise of power that are sustained in the long-standing policy of standardized testing in schools, this work provides a big picture perspective on assessment practices over time in the U. S.; by examining the rise of value-added assessment in Tennessee, a fine-grained and contemporary case is provided within that larger context. The last half of the book provides a detailed survey of the research based critiques of value-added methodology, while detailing an aggressive marketing campaign to make value-added modeling (VAM) a central component of reform strategies following NCLB. The last chapter and epilogue place the continuation of test-based accountability practices within the context of an emerging pushback against privatization, high stakes testing, and other education reforms. This book will be useful to a wide audience, including teachers, parents, school leaders, policymakers, researchers, and students of educational history, policy, and politics.

Book Voices from the Inside

Download or read book Voices from the Inside written by Chinyere Ogbonna and published by Rowman & Littlefield. This book was released on 2009 with total page 278 pages. Available in PDF, EPUB and Kindle. Book excerpt: Voices from the Inside takes readers into the cells of a maximum security prison to reveal the personal accounts of over sixty women that are incarcerated for drug crimes. The stories will shock and entertain, and will certainly help readers to see more than the statistics behind drug offenses. Research included in this book examines the history of prohibition in the United States, with special emphasis on alcohol and drug prohibition, and analyzes empirical data pertaining specifically to the incarceration of female drug offenders in Tennessee. Personal interviews with these women regard the criminal justice processes both before and after their incarceration. This book is a must-read for those seeking to understand the impact of current drug policies on individuals and the community, as well as why these policies are not working.
