"Migration and development" is considered an unsettled and unresolved area for good reason. The policy issues are surprisingly deep and run to basic issues such as the nature of development as opposed to simple poverty reduction. North-north migration (between industrial countries), south-south migration (between or within developing countries), and north-south migration (from developing to industrial countries) are all covered although the paper focuses on the north-south variety. Attention is paid to the question of the dynamic mechanism underlying migration being one of convergence or divergence. Very often the policy issues push one outside what would be narrowly considered as "migration studies." For example, policies to reduce the brain drain go directly to the issue of educational reform in developing countries while policies to increase the developmental impact of remittances quickly carry one into the nature of business development itself. Ronald Dore's ideas on educational reform are outlined as a policy approach to the brain drain problem. Jane Jacobs' ideas on development are outlined in greater length as they are little known in development economics and yet directly address the policy issues raised by migration and development. This paper - a product of the Office of the Senior Vice President and Chief Economist, Development Economics - is part of a larger effort in the vice presidency to stay abreast of important development issues.

Even though trade negotiations for enhanced Mode 4 access started well before the launch of the DDA- prospects for success are thin. These negotiations followed a traditional mercantilist approach- with limited attention to the underlying difficulties countries face in letting people into their borders, either generally, or on the basis of a WTO GATS commitment. This Book argues that this approach alone will not succeed. It proposes a focus not on trading market access concessions only, but on discussions aimed at understanding each other's regulatory approaches. To date, in terms of the literature available, we know very little about how WTO Members are managing their Mode 4 commitments. We know even less about how the WTO could learn from clearly more advanced steps in regional liberalization processes. This is a particularly important period within which to take stock of the existing immigration law of the European Union and how it has been developed. In order to understand the current law and lay the foundations for the future, a historical analysis of the development of European Union immigration law is needed. This volume charts the development of European Community immigration law from the conclusion of the EEC Treaty to the present day, first focussing on the development of the law relating to Community nationals and their third country national dependents, then looking at the extension of Community immigration law to third country nationals through agreements between their states of origin and the EC. Special attention is given to the rights of Turkish workers under the agreement between Turkey and the EC and the possibilities of residence and economic activity for nationals of the Central and Eastern European countries under the Europe Agreements.
