Jahrhunderts verfügten die deutschen Bergleute mit den zahlreichen lokalen Knappschaftsvereinen über ein eigenes institutionalisiertes Sozialversicherungssystem mit einer langen, ins Mittelalter zurückreichenden Tradition. Ihren Mitgliedern boten die Knappschaftsvereine Versicherungsschutz gegen die wesentlichen Daseinsrisiken Krankheit, Invalidität, Tod des Ernährers der Familie und Langlebigkeit. Mit Blick auf die Periode zwischen Knappschaftsgesetz einerseits und Gründung der Reichsknappschaft andererseits (1854-1923) untersucht diese Arbeit ein versicherungsökonomisches Problem, über das bereits die zeitgenössischen Beobachter der Knappschaftsvereine intensiv diskutierten: Wie ist die optimale Größe eines Sozialversicherungsträgers zu bestimmen und zu implementieren? Gibt es überhaupt eine „optimale“ Größe? Oder gilt nicht vielmehr „je größer, desto besser“? Vor dem Hintergrund zweier ökonomischer Kategorien – versicherungstechnisches Risikos und Verwaltungseffizienz – werden diese Fragen am konkreten historischen Beispiel der preußischen Knappschaftsvereine untersucht. Obwohl die jüngere Historiographie die außerordentliche Bedeutung der Knappschaftsvereine des 19. Jahrhunderts als eines der ersten Sozialversicherungssysteme überhaupt herausgestellt hat, stellt deren Wirtschafts- bzw. Versicherungsgeschichte ein Forschungsdesiderat dar. Diese Arbeit füllt zu einem gewissen Grad diese Forschungslücke, indem sie auf ein historisches Phänomen fokussiert, dessen Analyse nicht ohne den direkten Bezug auf grundlegende ökonomische Zusammenhänge auskommt: der zu beobachtende Prozess interner und insbesondere externer Konzentration innerhalb der Knappschaftsvereine, der spätestens mit dem frühen 1870iger Jahren einsetzte und in der Gründung der Reichsknappschaft kulminierte.

How should we understand that alleged loss of critical agency and how could it be countered? Influential perspectives in critical theory have answered these questions by highlighting how certain ideological mechanisms, incorporated thoughtlessly by the most vulnerable bodies, function to obscure their interests and the causes of the condition they find themselves in. Through an original interpretation of Jacques Rancière’s thought, but also going beyond it, The Politics of Bodies establishes a different horizon of reflection. Laura Quintana’s main hypothesis is that the lack of critical agency today has more to do with a loss of the desire for transformation, fostered by neoliberal consensual dynamics, than with techniques of deceit and manipulation. In developing her interpretation of Rancière’s thought, Quintana provides an analysis of certain aesthetic-political and socioeconomic conditions of the historical present, anchored mainly in Latin America. Thus, she addresses the corporeal transformations produced by emancipatory practices, the ways in which they affect configurations of power, and the manner in which they can be disseminated in and, in turn, alter the political landscape.

Book excerpt: En el momento de redactar estas líneas, se había publicado recientemente la encuesta anual del Instituto Fraser que mide, aproximadamente, entre 2.400 empresas mineras, el atractivo que en materia de inversión reflejan los países incluidos en la encuesta, que para el año 2020 ascendió a una muestra de 76 jurisdicciones evaluadas. El resultado para los países de América Latina es diverso. Algunos países como México (38), Ecuador (57) y Colombia (56) descendieron en el ranking respecto a su posición del año anterior, aunque en el con¬texto global de la encuesta, las posiciones de países como Perú (24) y Chile (17) pueden considerarse como bastante favorables, no solo en el contexto latinoamericano sino también en el contexto internacional. No sorprende, por supuesto, que Venezuela ocupe los últimos lugares del ranking (70), mientras que Brasil (46) y Bolivia (48) ocupan posiciones semiintermedias, destacándose el significativo ascenso de este último país en el ranking respecto a su posición (74) del año 2018. Argentina representa un caso especial ya que sus provincias son evaluadas de manera individual en el reporte, destacándose la posición de la provincia de San Juan (21), pero ocupando las últimas posiciones las provincias de La Rioja (74) y Chubut (75)· Por otro lado, en las posiciones altas de la encuesta, se ubica la región occidental de Australia (1), Finlandia (2), el estado de Nevada en Estados Unidos (3), el estado de Alaska (4) y Portugal (5), siendo este último país uno de los mejor evaluados por las empresas en la encuesta de este año, ascendiendo al quinto (5) puesto desde la posición cuarenta y seis (46) en el 2018.
