The central thesis of Overcoming Managerialism is that resisting and overcoming managerialism necessitates the re-establishing of the conceptual distinction between power and authority. Second, it requires the rehabilitating of authoritative management as a protection against authoritarian practices. Authority, properly conceived, redirects power to technical experts and professionals and thereby limits managerial power. The authors discuss ten contentions which, taken together, represent a theory of the foundation of management in which authority, power and rhetoric are central concepts. " Although these distinctions continue to haunt much of the theoretical discussion in philosophy and sociology of science, our authors have managed to elude their strictures by finally getting beyond the post-positivist preoccupation of defending a certain division of labor among the science studies disciplines. But this is hardly to claim that our historians, philosophers, sociologists, and psychologists have brought about an "end of ideology," or even an "era of good feelings," to their debates. Rather, they have drawn new lines of battle which center more squarely than ever on practical matters of evaluating and selecting methods for studying science. To get a vivid sense of the new terrain that was staked out at the Yearbook conference, let us start by meditating on a picture. The front cover of a recent collection of sociological studies edited by one of us (Woolgar 1988) bears a stylized picture of a series of lined up open books presented in a typical perspective fashion. Efforts to find an acceptable public philosophy, a set of such principles on which people might agree, have foundered because of dis agreement among philosophers and others who are concerned with such issues. One view, which I shall develop and defend here, holds that decisions that affect others should be made according to an overall evaluation of the consequences of each option. This consequentialist view is opposed by a variety of alternatives, but many of the alternatives have in COlllmon a basis in moral intuition. To take a simple example, consequentialism holds that, other things equal, if we have decided that it is better to let a terminally ill patient die than to prolong her agony by keeping her alive, then we ought to kill her.
