Since the 1970s there has been widespread debate on the potential of information communication technologies on the organization of work and in particular, the implications of and opportunities engendered through telework and the decentralization of the workplace. However, despite the possible spatial, cultural, social and economic implications, much of the telework debate has been informed by anecdotal examples, journalistic reporting and individual forecasts. This book aims to further the debate by analyzing the scale, nature and experience of telework in the countryside. It examines how and by whom, telework is set up, and what policy and social changes are taking place to facilitate it in rural areas. Individual teleworkers and the organizations using them are questioned to assess whether rural teleworking is proving as advantageous in practice as it is thought to be in theory. Its conclusions suggest that teleworking may not yet be the solution to the many rural problems such as unemployment and depopulation and that businesses and local authorities still need to develop their policies and strategies to allow this type of working to reach its potential.

Die Themen Telearbeit und Telezentren wurden dabei unter mehreren Gesichtspunkten wissenschaftlich bearbeitet, die Bandbreite der Untersuchungen reicht von Arbeiten über die allgemeine Bedeutung von Telezentren für die Regionalentwicklung bis hin zu Analysen über die Arbeits- und Organisationsstrukturen von Telearbeit und Telezentren aus organisationspsychologischer Sicht. Während allerdings bei den meisten wissenschaftlichen Arbeiten zu diesem Thema die theoretischen Einflüsse von Telearbeit und Telezentren auf den ländlichen Arbeitsmarkt im Mittelpunkt des Interesses stehen, ist es Ziel dieser Arbeit, die Diskussion über den Sinn oder Unsinn von Telearbeit und deren Beitrag zur wirtschaftlichen Entwicklung ländlicher Regionen auf eine solide empirische Basis zu stellen. Dazu werden case studies von Telezentren durchgeführt, die auf eine bereits mehrjährige praktische Erfahrung zurückblicken können. Als Ergebnis wird zuerst eine klare Typisierung von Formen von Telezentren entwickelt, denen dann typische geographische und interne Parameter des Erfolges zugewiesen werden konnten. Als Untersuchungsgebiet wurde Großbritannien gewählt, da dort europaweit einige der ersten Telezentren errichtet wurden und sich daher bereits ein großer Erfahrungsschatz zum Thema Telezentren und Telearbeit angesammelt hat. Das ist von umso höherer Bedeutung, als der Erfolg von Telezentren erst nach einem gewissen Zeitraum abzuschätzen ist, nachdem Kinderkrankheiten bekannt geworden sind und sich erfolgreiche bzw. weniger erfolgreiche Strategien eines Telezentrums herausbilden konnten. Da eine Typisierung von Telezentren und die geographischen und internen Erfolgsparameter eines Telezentrums bisher in der Literatur wenig behandelt worden sind, betritt diese Arbeit relatives Neuland und muss daher eher in die Tiefe gehen als in die Breite . Eine quantitative Untersuchung zu diesem Themenbereich wäre wegen der unzureichenden Vorkenntnisse über das Untersuchungsobjekt von geringem Wert. Daher stützt sich der empirische Teil dieser Arbeit auf Methoden der qualitativen Sozialforschung. The Rural Development Act of 1972 has required federal agencies to give first priority to locating new offices and other facilities in rural areas. Rural areas generally have lower real estate and labor costs, but agency missions often require locations in urban areas. Telework, also called telecommunicating or flexiplace, is a tool that allows employees to work at home or another work location other than a traditional office. Benefits of telework include reducing traffic congestion, improving the recruitment and retention of workers, and reducing the need for office space. Telework could allow federal workers who live in rural areas to work in or near their homes, at least some of the time. This testimony summarizes and updates work GAO has previously done on the progress in and barriers to the federal government's efforts to locate its operations and workers, when possible, in rural areas.
