The book is intended not for practicing lawyers so much as for persons actually engaged in the telephone business. It, therefore, does not attempt to be exhaustive, but seeks rather to place in compact and concise form such legal information as will be of value to the practical telephone man. There will be found to be quite a number of citations to legal authorities throughout the book, but these have not been multiplied more than was deemed necessary to establish the propositions laid down, except, perhaps, on the question in what States telephone lines in the highway are held to be an additional burden upon the abutting property, and in this connection I have attempted to give reference to a decision in each State where the question has been passed upon. Quite a thorough examination of the statutes of different States has been made and reference had to them during the course of the work. The Nebraska experiment has become a benchmark for reassessing the role of state regulation In the future of tele­communications. Using comparative data from five midwestern states, Mueller shows how deregulation af­fected rates, investment, infrastruc­ture modernization, and profits. He uncovers both positive and negative results. Mueller found established telephone companies to be basically conservative, not aggressive and ex­pansionist, and concludes that new competition, not regulation or deregu­lation, is transforming the telecommu­nications industry.This book is the first systematic em­pirical study of the controversial Ne­braska law and its broader effects.
