The 18 papers in this book were carefully selected after a thorough re view process. The research presented within these articles focuses on the latest methodological developments in three key areas—pricing of telecommunica tions services, network design, and resource allocation—that are most relevant to current telecommunications planning. With the global deregulation of the telecommunications industry, effective pricing and revenue management, as well as an understanding of competi tive pressures are key factors that will improve revenue in telecommunica tions companies. Chapters 1-5 address these topics by focusing on pricing of telecommunications services. They present some novel ideas related to pricing (including auction-based pricing of network bandwidth) and modeling compe tition in the industry. The successful telecommunications companies of the future will likely be the ones that can minimize their costs while meeting customer expectations. In this context the optimal design/provisioning of telecommunication networks plays an important role. Chapters 6-12 address these topics by focusing on net work design for a wide range of technologies including SONET, SDH, WDM, and MPLS. They include the latest research developments related to the mod eling and solving of network design problems. Day-to-day management/control of telecommunications networks is depen dent upon the optimal allocation of resources. Chapters 13-18 provide insight ful solutions to several intriguing resource allocation problems.

Book excerpt: The Department of Commerce operates two telecommunications research laboratories located at the Department of Commerce's Boulder, Colorado, campus: the National Telecommunications and Information Administration's (NTIA's) Institute for Telecommunications Sciences (ITS) and the National Institute of Standards and Technology's (NIST's) Communications Technology Laboratory (CTL). ITS serves as a principal federal resource for solving the telecommunications concerns of federal agencies, state and local governments, private corporations and associations, standards bodies, and international organizations. ITS could provide an essential service to the nation by being a principal provider of instrumentation and spectrum measurement services; however, the inter-related shortages of funding, staff, and a coherent strategy limits its ability to fully function as a research laboratory. This report examines the institute's performance, resources, and capabilities and the extent to which these meet customer needs. The Boulder telecommunications laboratories currently play an important role in the economic vitality of the country and can play an even greater role given the importance of access to spectrum and spectrum sharing to the wireless networking and mobile cellular industries. Research advances are needed to ensure the continued evolution and enhancement of the connected world the public has come to expect.

Book excerpt: The classification of services in the digital economy proves critical for doing business, but it appears to be a particularly complex regulatory matter that is based upon a manifold set of issues. In the context of the General Agreement on Trade in Services (GATS), when the services classification scheme was drafted in the early 1990s, convergence processes had not unfolded yet and the internet was still in its infancy and not a reality in daily life. Therefore, policy makers are now struggling with the problem of regulating trade in electronic services and are in search of a future-oriented solution for classifying them in multilateral and preferential trade agreements. In late fall 2011, the authors of this study were mandated by the European Union, Delegation to Vietnam, in the context of the Multilateral Trade Assistance Project 3 (MUTRAP 3), to work out a report clarifying the classification of services in the information/digital economy and to assess the impact of any decision regarding the classifications on the domestic and external relations policy of Vietnam, as well as to discuss the relevant issues with local experts during three on-site visits.
