Book excerpt: Seminar paper from the year 2003 in the subject Business economics - General, grade: NN, Hamburg University of Ecomomy and Policy (-), course: Human Development, 18 entries in the bibliography, language: English, abstract: It is by now more than a decade ago that the formally centrally planned economies in Central and Eastern Europe have started to transform into market economies when the collapse of the Soviet system was confirmed in 1989. In fact, they constitute a unique historical example with a large set of economies undergoing this extremely drastic systemic change within a very short period of time. The adoption of a new model based on free market economy supports the rebuilding of one Europe which will benefit from high economic and social growth potential as well as political stability and security. One essential characteristic of a free market economy is a high proportion of services. Realizing this quality in the transition economies signifies a great challenge as their service sector was extremely underdeveloped in the planned economies. In this paper, the development of the service sector in the transition economies of Central and Eastern Europe are depicted on the background of the economic characteristics of their socialist past. In this portrayal, both domestic growth and international trade of services will be accounted for. Finally, it will be discussed in which way the service sector represents a strong impetus in the fight against unemployment and hence contributes to a sustainable development in the future.

The most serious obstacle to private investment is uncertainty about the reform process, which can potentially rule out all but the most profitable projects. This problem sharply increases the payoff from accelerating the structural reform process. Regarding savings, critical aspects are the changes in methods of financing resulting from economic reform, and the availability of foreign savings, both in the form of loans and foreign direct investment.

And there is some evidence of spillovers, because enterprises that compete with foreign-owned domestic enterprises or imports are also more likely to have Internet access. Employee-owned enterprises are less likely to have Internet access.Many observers attributed the rapid productivity growth observed in the United States in the mid- to late 1990s to the growing use of information and the Internet. This in turn created concern that developing and transition economies - where use of information technology and the Internet was less widespread - would be left behind as productivity and growth accelerated in technologically advanced countries and stagnated elsewhere.Using enterprise-level data from 21 transition economies, Clarke looks at factors that affect whether enterprises in these countries are connected to the Internet. He finds that foreign-owned enterprises are more likely to have Internet access than other enterprises and that employee-owned enterprises are less likely to have access.Even after controlling for other factors that might affect Internet connectivity, the quality of a country's telecommunications infrastructure appears to have a significant effect on the likelihood that an enterprise in that country has Internet access.Reducing corruption and taking other steps to improve the business environment would benefit domestic economies even if Internet access had little short-term impact on productivity or growth.This paper - a product of Regulation and Competition Policy, Development Research Group - is part of a larger effort in the group to understand the impact of the Internet on economic performance. Book excerpt: CESEE countries lag in terms of infrastructure compared to the EU15, and deficient infrastructure is often cited as a constraint to growth and convergence. Investing in infrastructure is therefore an important long-standing policy issue for the region. In the context of the Covid-19 pandemic, infrastructure investment has also gained some ground as economies look to support activity in the recovery phase once the virus has been contained. Against this backdrop, this project seeks to benchmark infrastructure in CESEE, assess the macro impact of higher infrastructure investment, and discuss policies issues to maximize such impact. First, we benchmark infrastructure in the region versus the EU15, across various infrastructure sectors and using different methodologies. Second, deploying empirical estimates and model-based simulations, we analyze the macroeconomic impact of boosting infrastructure investment. Third, we present an in-depth analysis of policy issues: enhancing public investment management, managing fiscal risks, and mobilizing private sector participation.
