Book Digital Deliverance

Download or read book Digital Deliverance written by Judson Carter Edwards and published by University Press of America. This book was released on 2009 with total page 204 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book offers a practice-based approach to developing strategies for utilizing broadband telecommunications for rural economic development. Edwards addresses four key questions in the publication: 1) How important is broadband telecommunications in the achievement of rural economic development success in the information-based economy? 2) What are the critical factors in assessing the potential of rural communities to utilize broadband telecommunications for economic development? 3) What policy trends are proposed to assist communities in the advancement of telecommunication-based economic development strategies? And 4) How can local leadership assist in the implementation of broadband for economic development success? By answering these important questions, Edwards provides the reader a step-by-step, practice-oriented framework for implementing a rural economic development planning strategy through the implementation of broadband telecommunications. Broadband connectivity is vital for rural communities to be actively engaged in the global information economy, but being connected is not enough. Utilization of technology is required if communities want to increase their potential for economic development success. Book jacket.

Book From Rural Village to Global Village

Download or read book From Rural Village to Global Village written by Heather E. Hudson and published by Routledge. This book was released on 2013-09-05 with total page 195 pages. Available in PDF, EPUB and Kindle. Book excerpt: From Rural Village to Global Village: Telecommunications for Development in the Information Age examines the role of information and communication technologies (ICTs) on both the macro level--societal, socio-economic, and governmental--and sector level--education, health, agriculture, entrepreneurship--emphasizing rural and developing regions. Author Heather E. Hudson examines the potential impact of ICTs by reviewing the existing research and adding her own findings from extensive fieldwork in ICT planning and evaluation. The volume includes case studies demonstrating innovative applications of ICTs plus chapters on evaluation strategies and appropriate technologies. She also analyzes the policy issues that must be addressed to facilitate affordable ICT access in rural and developing regions. This discussion relates to the larger “digital divide” issue, and the impact that access to communication technology--or the lack of it--has on communities and societies. This comprehensive volume is a valuable resource for scholars, professionals, researchers, and students in telecommunications law and policy, media economics, international communication, and communication and development fields. It is also suitable for use as an advanced-level text in these areas.

Book Options to Increase Access to Telecommunications Services in Rural and Low Income Areas

Download or read book Options to Increase Access to Telecommunications Services in Rural and Low Income Areas written by Arturo Muente-Kunigami and published by World Bank Publications. This book was released on 2010-03-12 with total page 58 pages. Available in PDF, EPUB and Kindle. Book excerpt: Telecommunications sector policy-makers and regulators have a wide range of instruments available to them that can be used to increase access to telecommunications services in rural and low-income areas. The paper provides a review of these instruments, evaluating them against a set of criteria. It then goes on to identify a number of them that are worthy of further consideration by policy-makers and regulators while demonstrating that the effectiveness of the identified instruments can be greatly enhanced by the establishment of a conducive legal, regulatory and institutional framework. The paper concludes by confirming that while no single instrument taken in isolation can provide a full solution to universal access, a mix of the measures identified can be devised to achieve specific policy objectives in a particular country environment.

Book Taxing Telecommunications in Developing Countries

Download or read book Taxing Telecommunications in Developing Countries written by Ms.Thornton Matheson and published by International Monetary Fund. This book was released on 2017-11-15 with total page 42 pages. Available in PDF, EPUB and Kindle. Book excerpt: Developing countries apply numerous sector-specific taxes to telecommunications, whose buoyant revenues and formal enterprises provide a convenient “tax handle”. This paper explores whether there is an economic rationale for sector-specific taxes on telecommunications and, if so, what form they should take to balance the competing goals of promoting connectivity and mobilizing revenues. A survey of the literature finds that limited telecoms competition likely creates rents that could efficiently be taxed. We propose a “pecking order” of sector-specific taxes that could be levied in addition to standard income and value-added taxes, based on capturing rents and minimizing distortions. Taxes that target possible economic rents or profits are preferable, but their administrative challenges may necessitate reliance on service excises at the cost of higher consumer prices and lower connectivity. Taxes on capital inputs and consumer access, which distort production and restrict network access, should be avoided; so should tax incentives, which are not needed to attract foreign capital to tap a local market.

The contributions in this publication, ranging from scientific papers to short reports from practitioners, are grouped around 4 major themes: political and institutional frameworks to foster rural development; natural resources management; broadening the technological base of rural economies; and improved linkages between urban and rural areas. The overall message is unanimous: there is a promising future for the rural areas worldwide if adequate policies can be enforced and more efficient and fair institutions can be created.

Book Telecommunications and Rural Development

Download or read book Telecommunications and Rural Development written by Jurgen Schmandt and published by Praeger. This book was released on 1991-10-30 with total page 282 pages. Available in PDF, EPUB and Kindle. Book excerpt: This study assesses the potential that telecommunications advances hold for rural America and is the outcome of the third in a series of policy research projects into issues relating telecommunications policy and economic development undertaken by research teams of faculty and students at the Lyndon Baines Johnson School of Public Affairs and College of Communication, University of Texas at Austin. All three projects have been concerned with telecommunications at two levels: the effects of telecommunications advances on our economy and society and the policy framework that has resulted from divestiture of AT&T. The first project studied state telecommunication policy and resulted in the publication of Telecommunications Policy and Economic Development: The New State Role (Praeger, 1989); the second, which dealt with cities and large telecommunications users, produced The New Urban Infrastructure: Cities and Telecommunications (Praeger, 1990). Telecommunications and rural development has been much more frequently researched in Third World countries than in advanced industrialized ones and this volume represents a significant contribution to the literature on the subject. The findings are divided into four general research areas. Following an introduction, Chapter Two looks at some fascinating telecommunications applications in American rural businesses from Wal-Mart, to traditional rural businesses like the lumber industry, to the opening of new businesses like telemarketing. Chapter Three assesses the use of telecommunication for delivery of public services from the U.S. Department of Agriculture to health care and distance education. Chapter Four asserts that many of the benefits of telecommunications for rural America will only be realized if the small independent or cooperative telephone companies remain healthy and progressive. The substantial contribution to community development, from community revitalization and regional cooperation to infrastructure upgrading, is the focus of Chapter Five. A final chapter offers conclusions. This is required reading for students, scholars, and practitioners in the fields of communications/telecommunications and government.

Available in PDF, EPUB and Kindle. Book excerpt: """The report is essential reading for policy makers, government workers, and academics pursuing the goal of equitable, sustainable development across the world."" - N. R. Narayana Murthy, Chairman and Chief Mentor Infosys Technologies Ltd. Information and communication technology (ICT) is rapidly evolving, changing rich and poor societies alike. It has become a powerful tool for participating in the global economy and for offering new opportunities for development efforts. ICT can and should advance economic growth and reduce poverty in developing countries. It has been 20 years since the first telephone operator was privatized, a little over 10 since the World Wide Web emerged, and 5 since the telecommunications bubble burst. How have the ICT sector and its role in development evolved? What have we learned? How can we move forward? Information and Communications for Development 2006: Global Trends and Policies contains lessons from both developed and developing countries. It examines the roles of the public and private sectors, identifying the challenges and the benefits of adopting and expanding ICT use. The report assesses topics essential to building an information society, including investment, access, diffusion, and country policies and strategies. Assessing what has worked, what hasn't, and why, this report is an invaluable guide for understanding how to capture the benefits of ICT around the world."
