In the context of a fast aging population, Brazil’s greatest economic opportunity is to increase its labor productivity, especially that of youth. This report documents important new facts about the extent of the youth economic disengagement, while at school and at work. Today, close to half of the Brazilian youth aged 15-29 years old is not fully economically engaged, because they are neither working nor studying, are studying in schools of poor quality, or are working in informal and precarious jobs. The report shows how the youth prospects in the labor market are dimmed by policies favoring existing workers over new entrants; in addition, it shows how youth are often ill equipped to meet an increasingly challenging labor market. The report suggests new education, skills, and jobs policy changes that Brazil could prioritize moving forward, so that it can take advantage of the last wave of its demographic transition. The report discusses in particular depth policies aiming to increase learning and reduce school dropouts in upper secondary education, and labor market policies that aim to support more effective and faster youth transitions from school to work.

Além dos 59 retratos, Edu apresenta um pequeno texto em que reflete sobre os perigos da dinâmica do fotojornalismo que insiste em associar imagens de jovens negros com o crime e com a morte, criando uma naturalização desses assassinatos em massa. “Para fugir dessa armadilha, optei por singularizar cada um dos jovens retratados, destacando-os como pessoas providas de identidade, potência e vida. Não são números, mas pessoas. A proposta deste livro é tornar visíveis os invisíveis, e ainda mais, assegurar que a importância de todos os jovens negros brasileiros, de cada um deles, seja reconhecida. Que suas vidas sejam preservadas e legitimadas.”, diz o fotógrafo. O livro apresenta capas diferentes, com cada um dos 59 jovens fotografados.

Book excerpt: This study constructs three indices to measure how well Brazil's young people are surviving their transition to adulthood. Youth development is difficult to quantify because of the multi-dimensionality of youth behavior. Most monitoring use individual indicators in specific sectors, making it difficult to track overall progress. The study adapts to the Brazilian case a methodology developed by Duke University to measure the well-being of U.S. children and youth. It uses readily available data to construct three indices for each Brazilian state based on 36 indicators encompassing the health, behavior, school performance, institutional connectedness, and socioeconomic conditions. The indices conclude that young people in the states of Santa Catarina and the Federal District are doing particularly well and those in Alagoas and Pernambuco are the worst off. While these rankings are expected to continue into the next generation, young people in other states have a brighter (Espiritu Santo) or more dismal (Rio Grande de Sul, Tocatins) future due to underinvestment in today's children. Still others (Rio de Janeiro) are underutilizing their resources so their young citizens are in a worse situation than they could be if the state were to invest more. The hope is that the methodology can be used in Brazil as it has been used in the United States to estimate the indices annually, thus allowing policymakers, young people, and society to track the well-being of youth in each state over time.
