Book excerpt: This timely book reveals that the budget deficits and accumulating debts that plague modern democracies reflect a clash between two rationalities of governance: one of private property and one of common property. The clashing of these rationalities at various places in society creates forms of societal tectonics that play out through budgeting. The book demonstrates that while this clash is an inherent feature of democratic political economy, it can nonetheless be limited through embracing once again a constitution of liberty. Not all commons settings have tragic outcomes, of course, but tragic outcomes loom large in democratic processes because they entail conflict between two very different forms of substantive rationality; the political and market rationalities. These are both orders that contain interactions among participants, but the institutional frameworks that govern those interactions differ, generating democratic budgetary tragedies. Those tragedies, moreover, are inherent in the conflict between the different rationalities and so cannot be eliminated. They can, as this book argues, be reduced by restoring a constitution of liberty in place of the constitution of control that has taken shape throughout the west over the past century. Economists interested in public finance, public policy and political economy along with scholars of political science, public administration, law and political philosophy will find this book intriguing.

However, since the advent of ‘modernity’, the relationship between architecture and building technology has been problematic. Some of these problems, which are reflected in the theories of architecture and tectonics, relate to the separation of the technology/technical dimension from the aesthetic/artistic, rendering one of them dominant over the other. This book explores the tectonic affects in architecture because these do not separate building technology and aesthetics or meaning. Affects are preconscious aesthetic feelings which can cause meanings if we start thinking about these affects. The book claims that tectonic affects can generate aesthetic value and meaning. It adopts a practical position towards architectural aesthetics and meaning, and concentrates on tectonic affects.

He focuses on Kierans' relationship with René Lévesque in the government of Jean Lesage, his fights within the Trudeau cabinet over the reform of the post office and the development of the Anik satellite, and his criticisms of Canadian economic and resource policies in the 1970s. Using Kierans' ministerial and personal records, his publications and speeches, interviews with him and his former associates, and a variety of secondary sources, the author argues that much of what Kierans said and accomplished is unique and remains relevant to the economic and political problems of today. Kierans has demonstrated that powerful political forces often prevent good ideas and determined effort from improving public policy but he has also shown that thoughtful and responsible public service can at least raise the level of public debate.

Between the 1832 Great Reform Act and the outbreak of World War One in 1914, over 2,600 by-elections took place in Britain. They were triggered by the death, retirement or resignation of sitting MPs or by the appointment of cabinet ministers and were a regular feature of Victorian and Edwardian politics. They furnished political parties and their leaders with a crucial tool for gauging and mobilising public opinion. Yet despite the prominence of by-election contests in the historical records of this period, scholars have paid relatively little attention to them. As this book shows, these elections deserve to be taken as seriously today as people took them at the time. They providedimportant linkages between local and national politics, between the four parts of the United Kingdom and Westminster, and between foreign and domestic affairs. Book excerpt: This book reflects on Indonesia’s recent experience with REDD+ (Reducing Emissions from Deforestation and forest Degradation), all set within a broader discussion of neoliberal environmentalism, hyper-capitalism, and Indonesian carbon politics. Drawing on the author’s political ethnographic fieldwork conducted in Jakarta, Central Sulawesi, and Oslo, where the author examined Norway’s interests and role in implementing REDD+, this book discusses the long evolution of the idea that foreign state and private financing can be used to protect tropical forests and the carbon stored within them, resulting in both local economic development and global climate benefits. It shows how neoliberal environmental approaches to climate change, of which REDD+ is a leading example, increase the severity of political contestations that must be overcome to reach global climate mitigation goals, and how recent incarnations of REDD+ have tended to forget earlier scholarly advice to couple anti-deforestation approaches with policies that reduce industrial carbon emissions. In Indonesia, tectonic political and economic forces are shown to have negatively impacted REDD+ implementation. Using a political ecology approach, the book links the literature on REDD+ with that covering Indonesia’s recent democratic regression, highlighting how the country’s environmental performance is inextricably linked to the timbre of its political governance. Given the severity of the political contestations that must be overcome to reach its stated goals, REDD+ cannot replace global policies that drastically reduce industrial carbon emissions. This book will be of great interest to students and scholars of political ecology, deforestation, climate change, environmental politics, natural resource management, and environmental conservation.

As Jack N. Rakove shows in A Politician Thinking, however, those essays do not illustrate the full complexity and vigor of Madison’s thinking. In this book, Rakove pushes beyond what Madison thought to examine how he thought, showing that this founder’s political genius lay less in the content of his published writings than in the ways he turned his creative mind to solving real political problems. Rakove begins his analysis by examining how Madison drew upon his experiences as a member of the Continental Congress and as a Virginia legislator to develop his key ideas. Madison sought to derive lessons of history from his reading and his own experience, but he also thought about politics in terms of what we now recognize as game theory. After discussing Madison’s approach to the challenge of constitutional change, Rakove emphasizes his strikingly modern understanding of legislative deliberation, which he treated as the defining problem of republican government.
