Some governments are steered by international frameworks, such as the UN Framework Convention on Climate Change (UNFCCC), while others take their own approach to planning and implementing climate resilient actions. Within these diverse approaches however, there are unspoken assumptions and normative assessments of what the solutions to climate change are, who the most appropriate actors are and who should benefit from these actions. This book examines the political economy dynamics or the underlying values, knowledge, discourses, resources and power relationships behind decisions that support low carbon resilient development in the least developed countries. While much has been written on the politics of climate change, this book will focus on the political economy of national planning and the ways in which the least developed countries are moving from climate resilient planning to implementation. The book will use empirical evidence of low carbon resilient development planning in four countries: Bangladesh, Ethiopia, Rwanda and Nepal. Different approaches to low carbon resilience are critically analysed based on detailed analysis of key policy areas. This book will be of great interest to policy makers, practitioners’ students and scholars of climate change and sustainable development.

Book excerpt: Sub-Saharan Africa is uniquely positioned significantly increase its current agricultural productivity to lift the region’s more than 400 million people out of extreme poverty and improve the livelihood of approximately 250 million smallholder farmers and pastoralists in the region. To achieve that, substantive digital transformation of the agriculture sector is required through improved infrastructure and increased access to and use of digital technologies for agriculture. To improve the current understanding of sub-Saharan Africa’s digital agriculture landscape, the Food and Agriculture Organization of the United Nations (FAO) and the International Telecommunication Union (ITU) undertook this study in 47 countries. The report is composed of 47 desk-based country case studies against six thematic focal areas, the aim of which is to present a snapshot of the status of digital agriculture in each country. This is followed by highlights of the main findings of the analysis of the country profiles with suggested steps for future action. The findings of the study are presented to FAO and ITU Member States, as well as all relevant stakeholders with the purpose of advancing and supporting investment in digital transformation of the agricultural sector in sub-Saharan Africa.

Using these examples, the 'Guide' presents a range of concepts, analytical tools, and methodologies centered on the value chain that can be used to design, implement, and evaluate agricultural and agribusiness development initiatives. It stresses principles of market focus, collaboration, information sharing, and innovation. The 'Guide' begins by examining core concepts and issues related to value chains. A brief literature review then focuses on five topics of particular relevance to African agricultural value chains. These topics address challenges faced by value chain participants and practitioners that resonate through the many cases described in the book. The core of the book presents methodological tools and approaches that blend important value chain concepts with the topics and with sound business principles. The tools and case studies have been selected for their usefulness in supporting market-driven, private-sector initiatives to improve value chains. The 'Guide' offers 13 implementation approaches, presented within the implementation cycle of a value chain program, followed by descriptions of actual cases. Roughly 60 percent of the examples are from Africa, while the rest come from Europe, Latin America, and Asia. The 'Guide' offers useful guidance to businesspeople, policy makers, representatives of farmer or trade organizations, and others who are engaged in agro-enterprise and agribusiness development. These readers will learn how to use value chain approaches in ways that can contribute to sound operational decisions, improved market linkage, and better results for enterprise and industry development.
