As the main sample consisted of resident and non-resident companies, the key technological areas of mining-related patenting in Brazil and the main patent stakeholders have been identified. The analysis of technology transfer among firms and to other mining industry stakeholders, mainly universities, drew on import contracts and highlighted the role played by foreign METS. A case study of Vale S.A., Brazil's largest mining enterprise, has been included, with emphasis on Vale's strategies to mitigate external challenges and to meet technological needs through innovation.

Book excerpt: Since 2010, the United States and Brazil have made efforts to expand security cooperation between the two countries with the signing of a defense cooperation agreement, a general security of military information agreement, and the establishment of a defense cooperation dialogue. Despite these positive steps, the issue of technology transfer threatens to impede greater U.S.-Brazil security cooperation. Brazilian defense policy identifies technology transfer as a key component of its national defense, and there is a perception among many Brazilian officials that the United States is reticent to transfer defense technology to Brazil. This book includes an in-depth review of each country's policies and strategies related to arms and defense technology transfers, as well as case studies on cooperation (or lack thereof) between the U.S. and Brazil in two areas-nuclear and aviation-to understand what drives this belief among Brazilian policymakers. The book concludes that historical events in its relations with Washington make it difficult for Brasília to accept more recent U.S. efforts to enhance security cooperation and facilitate technology transfer on their face, while these same efforts cause U.S. policymakers to discount the importance of past indifference towards or overt efforts to block Brazil in obtaining certain technologies.

Book excerpt: The definition of technology transfer varies depending on the context and on the approach. Taking a more entrepreneurial approach, technology transfer refers to the ways and means through which companies, individuals and organisations acquire technology or know-how from third parties, whether such technology is IPR-protected or not. In this sense, technology transfer plays a relevant role in the growth of companies. It allows EU SMEs to find a way to exchange or acquire high quality research and cutting-edge technology with outstanding research organisations. In the same way, companies that have created new technologies may find in this transfer an opportunity to recover the investment made, gain higher reputation, royalties or the chance to have an economic impact on the marketplace. Technology transfer also takes place via training and education. This is crucial for transferring know-how. It includes training university graduates, exchanges of qualified staff, joint research projects. This is as important as transfer via buying or licensing IP rights. Many Latin American countries have excellent research organisations, conducting high quality research, which may be of interest to European SMEs. On the other hand, Latin American companies aiming to reach higher rates of productivity reduce the technology gap or production costs often to demand the latest technologies from Europe. In order to promote this high-tech exchange, technological cooperation between Europe and Latin America has intensified over the past years. The European Commission has stimulated cooperation through various initiatives, such as: opening up the participation of entities from Latin American countries in the EU's Framework Programs for R&D (mainly FP6, FP7 and Horizon 2020); establishing Enterprise Europe Network contact points in the region (in Brazil, Chile, and Mexico) and, last but not least, through the so-called 'Missions for Growth'.
