Book excerpt: The Expeditionary Aerospace Force (EAF) concept and the concurrent revolution in military affairs has introduced to the warfighter a multitude of means to better enable them to accomplish their mission. The Air Expeditionary Wing (AEW), as a part of the Air Expeditionary Force, will become the United States Air Force's quick reacting, on-call fighting force. It is essential that the Air Force leverage capabilities stemming from the revolution in military affairs and its accompanying revolution in military technology to improve the Air Expeditionary Wing's ability to not only react, but also to act. As the United States Air Force continues to develop the Expeditionary Aerospace Force concept, within the broad guidance of Joint Vision 2010 and Global Engagement, changes to three primary areas will need to take place. The technology, organizational structures and doctrine that the Air Expeditionary Wing incorporates needs to be adapted in light of this Revolution in Military Affairs. The Air Expeditionary Wing concept will present challenges to orthodox Air Force way of thought. New technologies, combined with new organizational structures demonstrated during recent deployments and Air Force experiments, and the introduction of commander's intent with mission-type orders can revolutionize the On-call AEW. To embrace innovation, one must accept change.

General George Churchill Kenney arrived in the South- west Pacific theater in August 1942 to find that his command, if not in a shambles, was in dire straits. The theater commander, General Douglas MacArthur, had no confidence in his air element. Kenney quickly changed this situation. He organized and energized the Fifth Air Force, bringing in operational commanders like Whitehead and Wurtsmith who knew how to run combat air forces. He fixed the logistical swamp, making supply and maintenance supportive of air operations, and encouraging mavericks such as Pappy Gunn to make new and innovative weapons and to explore new tactics in airpower application. The result was a disaster for the Japanese. Kenney's airmen used air power-particularly heavily armed B-25 Mitchell bombers used as commerce destroyers-to savage Japanese supply lines, destroying numerous ships and effectively isolating Japanese garrisons. The classic example of Kenney in action was the Battle of the Bismarck Sea, which marked the attainment of complete Allied air dominance and supremacy over Japanese naval forces operating around New Guinea. In short, Kenney was a brilliant, innovative airman, who drew on his own extensive flying experiences to inform his decision-making. General Kenney Reports is a book that has withstood the test of time, and which should be on the shelf of every airman.

Colonel Brown proposes support relationships be defined by the joint force commander based on operational objectives. Joint force commanders would then articulate intent, relationships, and objectives through proposed establishing directive guidance. Colonel Brown also proposes a responsive and interoperable joint organizational construct capable of integrating the effects created by fire and maneuver. He completes his proposals by recommending a standardized coordination-measure construct to allow timely decision making and execution in future joint operations.
