It concentrates, in particular, on the contribution of research and development expenditures, and skilled labour, to exports. It examines what determines expenditure on R & D, and whether there is a chain of causation from exports to R & D. The book reviews and develops the existing literature both on the relationship between technology, skill and trade flows, and on the determinants of research and development. It also looks at relative technological competitiveness and export performance in the USA, Japan, West Germany, the UK and France. It examines empirical evidence for the theories analysed on the basis of cross-section studies of UK manufactured exports, imports, and net trade; of changes in the trade variables, and of R & D spending. A comparative study of the UK and West Germany is also provided.

Building on this evidence, this paper examines the effects of inter- and intraindustry trade on technology transfer. The paper develops and tests the hypothesis that intraindustry trade stimulates more technology transfer than interindustry trade because countries are likely to absorb foreign technologies more easily when their imports are from the same sectors as their production and export sectors. The results of empirical tests for 87 countries during 1970–93 support this hypothesis.

Book excerpt: The United States, as we all know, is the world's largest exporter of goods and services, and our trade relationships as well as our leadership in science, engineering and manufacturing support between them tens of millions of good-paying American jobs. Alarmingly, our competitive edge is increasingly under attack by policies from China and Russia and from others that seek to obtain advanced technologies and intellectual property by hook or by crook. As some may recall, in 2011 this committee held a hearing on China's "indigenous innovation" policy and at that time I noted the Chinese Government has been turning up the pressure on U.S. and other foreign business to share sensitive technology with Chinese state-owned enterprises as the cost of selling in the Chinese market. This is especially true today. Making matters worse, our outdated regulatory safeguards have potential gaps. Those gaps could permit transfers to potential adversaries of the "know-how" essential to sensitive emerging technologies like artificial intelligence as well as robotics. In this global economy, turning inward is not the solution to these challenges. But we also cannot allow others to cheat U.S. employers or, worse, use our sensitive technology to undermine our own national security.
