Book excerpt: This Selected Issues paper analyzes the capital inflows to Indonesia since the global financial crisis. Capital inflows to Indonesia have increased since the crisis. Their average volume increased from 3.25 percent of GDP in 2005–09 to 4.50 percent of GDP in the first quarter of 2010 to the third quarter of 2016. From the global perspective, driven by the liquidity released from the systemic economies’ unconventional monetary policies, a global search for yields has led to large capital inflows to emerging and developing economies (EMDEs), especially portfolio inflows. Although many EMDEs experienced a steady decline in capital inflows during 2013–16, capital inflows to Indonesia increased and reached a peak in late 2014, and then started to decline but remained at relatively high levels from the first quarter of 2015 to the third quarter of 2016.

While in global level two third of the emission comes from fossil fuel combustion, in nation scale almost half of the greenhouse gas emission (GHG) comes from deforestation and degradation. To curb with this, Government of Indonesia's pledge in Copenhagen Accord that Indonesia will reduce its emission level in 2020 from 26% based on domestic funding and up to 41% (with international support at 18 billion USD). In 2006, the Indonesian government enacted a new energy policy, which aims to partially shift from fossil fuel to renewable energy sources in particular biofuels. While the main objective of this policy is to secure the domestic energy supply by partially shifting oil demand to biofuels, in particular in the transportation sector, biofuels are also expected to create jobs for poverty alleviation, to generate income for export and to lead to a net reduction in GHG emissions. This paper use analytical framework to measures the implication of the new climate policy and existing energy policy on deforestation in Indonesia. This study provides an analysis for understanding the political context wherein sustainable development might be applied at local and national level. These conflicts are elaborated upon, in particular the problem associated with land allocation, low carbon technology, climate change mitigation and carbon finance, and the result of this study is to provide the 'win-win' solution in optimum way without sacrifice the economic development.

The Nationally Appropriate Mitigation Action (NAMA) roadmap development in Thailand as well as the Iskandar Malaysia project show at the country and city level how researchers and policymakers are working closely to succeed. Part 3 focuses on a number of sector-specific activities including transportation, forestry, capacity development, and inventory work in Asia. Rather than discussing the Low Carbon Society (LCS) concept in detail, the respective chapters highlight unique, concrete, and practically applicable examples from Asia, showing how Asian countries are addressing climate change mitigation issues in a collaborative manner, an approach that can be replicated in other regions. While the ultimate goal of this book is to facilitate international climate regime making, local government and international organizations (United Nations, World Bank, and others) officers, researchers, international NGO/NPOs, consultants, students (particularly those studying international relationships or environmental studies), as well as reporters will find this book useful in broadening their understanding of low-carbon development in Asia.

No specific mitigation obligation is present in the country's body of agricultural law. The situation does not facilitate a strong agricultural mitigation policy in the country, and, as a matter of fact, Indonesia's planned actions on emission-reduction in agriculture are narrow, vague, and lacking in ambition. What is not clear, however, is whether the emphatic adaptation focus in Indonesia's body of agricultural regulation reflects entrenched social values about the role of agriculture. For it might also be the case that the emphasis on adaptation in Indonesia's agricultural regulation is simply an instance of regulatory inertia, which is to say that it is not reflective of any underlying values-based resistance to the concept of mitigation of greenhouse gas emissions in agriculture. An inquiry that seeks to elicit the opinion of Indonesian farmers in this respect would throw some light on whether the lack of ambition regarding agriculture's contribution to the effort against climate change goes deeper than a mere regulatory inertia which perpetuates agricultural protectionism. This, in turn, might help us understand the nature of the risks we are up against with our planned response to climate change.

The extended version of MERGE (Model for Evaluating the Regional and Global Effects of Greenhouse Gas Reduction Policies) has been used to project Indonesian energy production, consumption and export to the year 2100, for a reference scenario and mitigation scenarios. In addition to the international trade of energy, coal has been included in this version. The study also analyzes the interaction between the forest sector and energy policy and finally analyzes the direct effect of international climate policy on deforestation in Indonesia. Then, MERGE has been extended to analyze emissions of air pollutants. The model uses the base scenarios from IPCC (2000), with extensions to include mitigation scenarios, to project concentrations of air pollutants and their impacts on human health and the economy. In the Indonesian energy sector, coal production grows gradually and gas production more strongly in the reference scenario, whereas oil production falls rapidly. Oil imports increase, while coal exports decrease; gas is imported later. If all countries reduce their emissions, including Indonesia, coal production increases slightly less than in the reference scenario towards the end of century. Oil imports are higher and gas imports slightly lower than in the reference scenario. The effects of fossil fuel emission reduction on deforestation are slightly less than in the reference case. The cost of slowing deforestation in Indonesia increases exponentially by a factor of approximately 20 by the year 2100. 6 Indonesia would gain the profits from slowing deforestation since the revenue from slowing deforestation is higher than the costs. The health problems associated with sulfur dioxide (SO2) and nitrogen dioxide (NO2) concentrations resulting from fossil fuel use reach higher levels if OECD countries reduce their emission, since Indonesian oil imports increase. This study focuses on five countries of Southeast Asia that collectively account for 90% of regional GHG emissions in recent years---Indonesia, Malaysia, the Philippines, Thailand, and Viet Nam. It applies two global dynamic economy–energy–environment models under an array of scenarios that reflect potential regimes for regulating global GHG emissions through 2050. The modeling identifies the potential economic costs of climate inaction for the region, how the countries can most efficiently achieve GHG emission mitigation, and the consequences of mitigation, both in terms of benefits and costs. Drawing on the modeling results, the study analyzes climate-related policies and identifies how further action can be taken to ensure low-carbon growth.
