Along with the world's growing population and diminishing amounts of water and arable land, the gradual increase in severe weather presents new challenges and imperatives for producing new, more resilient crops to feed a more crowded planet in the twenty-first century. Innovation has historically helped agriculture keep pace with earth's social, population, and ecological changes. In the last 50 years, mechanical, biological, and chemical innovations have more than doubled agricultural output while barely changing input quantities. The ample investment behind these innovations was available because of a high rate of return: a 2007 paper found that the median ROI in agriculture was 45 percent between 1965 and 2005. This landscape has changed. Today many of the world's wealthier countries have scaled back their share of GDP devoted to agricultural R&D amid evidence of diminishing returns. Universities, which have historically been a major source of agricultural innovation, increasingly depend on funding from industry rather than government to fund their research. As Upton Sinclair wrote of the effects industry influences, "It is difficult to get a man to understand something when his salary depends upon his not understanding it." It examines the process of generation of innovations and investment in agricultural research and explores, in the context of political economy, the sources of deviation from the equilibrium rate and bias of technical change. It is argued that a theory of the rate and bias of technological innovation must go beyond the analysis of market forces because they explain only a fraction of changes in investment and productivity in agriculture. It is further argued that the roles played by the various actors involved in agricultural research are being redefined as research moves in to the "Post Green Revolution" era. New mechanisms of identification of research priorities, of coordination of research programs, and of participation of social groups affected by research need to be devised to increase efficiency and equity in the research effort.

Experience indicates that aside from a strong capacity in Research and Development, the ability to innovate is often related to collective action, coordination, the exchange of knowledge among diverse actors, the incentives and resources available to form partnerships and develop businesses, and conditions that make it possible for farmers or entrepreneurs to use the innovations. While consensus is developing about what is meant by 'innovation' and 'innovation system', no detailed blueprint exists for making agricultural innovation happen at a given time, in a given place, for a given result. The AIS approach that looks at these multiple conditions and relationships that promote innovation in agriculture, has however moved from a concept to a sub-discipline with principles of analysis and action. AIS investments must be specific to the context, responding to the stage of development in a particular country and agricultural sector, especially the AIS. This sourcebook contributes to identifying, designing, and implementing the investments, approaches, and complementary interventions that appear most likely to strengthen AIS and to promote agricultural innovation and equitable growth. Closing the gap between actual smallholder yield and those achievable through scientific research is vital to increasing the food availability and efficient use of inputs and natural resources. Multiple factors and constraints contribute to these production gaps, including uncoordinated linkages between education, research and extension. These linkages are often supply-driven and top-down, and unable to respond to the diversity of location-specific, locally-adaptive and multiple knowledge demands – as smallholders are a diverse group in terms of incomes, knowledge, perceptions and farming practices. In 2005, China Agricultural University (CAU) launched a pilot agricultural development project in partnership with Quzhou County in Hebei Province of China to work together to develop high-yielding technologies. In 2009, CAU professors and postgraduate students moved their research programs from the experimental station to the village, and rented a backyard, where they lived, worked and studied high-yielding technologies and responses from the farmers. Gradually, their backyard work attracted more farmers and encouraged their participation. The backyard thus became a science and technology dissemination platform in the local community. From then on, farmers, scientists and students referred to the project as the Science and Technology Backyard (STB). This publication was prepared as a case study report on the Science and Technology Backyard (STB).

These regulations govern biotechnological innovations in plants and microorganisms, access to and use of plant genetic resources, and biosafety. This complex mix has made it difficult to arrive at global interpretations, due to overlaps, gaps, ambiguities, contradictions, and lack of consistency. The big picture is even more complex, as a series of scientific developments – gene editing in particular – have in some cases rendered these international regulatory frameworks obsolete. This book puts forward an innovative approach: a “Comprehensive Plant Germplasm System”. The System is a cooperative game theory-based proposal for a binding international convention which would supersede all other conventions, treaties, national and regional legislation covering native varieties and traditional developments, heterogeneous plant varieties, microorganisms, biotechnological inventions, plant genetic resources, and biosafety regulation. In short, it offers a comprehensive framework regarding intellectual property, biosafety, and business regulation and covers all types of germplasm. If applied, the system is expected to yield higher productivity rates in crops and improved food biodiversity, as well as a new paradigm based on the promotion of innovation for “Agriculture 4.0.”
