Book excerpt: Fisheries management in the developing world is concerned largely with the problem of creating a commercial or industrial fishery sector. Fisheries development in India was initiated through a programme of planned technological change. The state of Kerala which is still the primary producer and exporter of marine fish from the country has been the focal point of this developmental strategy. Fisheries development in the state has not been studied in much detail in the past. This book born out of an earlier doctoral study is a vast treatise on the subject of technological change and economic development. It gives a blend of the economic theory of technological change and the process of fisheries development in the state of Kerala. The book, starting with a brief introductory chapter, enunciates the global literature on fisheries development, the conceptual framework and methodology of the study, the state of the art of the traditional sector of the primary marine fishing industry of Kerala, the process of technological change in the marine fishing industry of the state, their indicators, effects and characteristics, all in good succession and in great detail. The book in its core argues that the development achieved by the industry was limited and it was restricted by the limited growth strategy followed by the state. A concluding chapter of this book gives an array of findings of the study and offers valuable suggestions to the policy maker. With a post-script, it keeps the reader abreast of the developments in the industry. The book, apart from its theoretical underpinning, is rich with empirical data garnered from various sources. It also offers an excellent bibliography on the subject. Its language is smooth. It should be appealing to students, teachers, scholars and policy makers everywhere. Book excerpt: Fisheries play an important role in the economy of nations bordering the sea and this is especially true in a populous country like India where a large majority continues to live below the poverty line. Sea fishing has been an occupation with the coastal people of India since time immemorial forming an integral part of the maritime heritage. Machanisation has been introduced into the marine fishing with a view to exploit the fisheries potential all along the Indian coastline of 6,500 km by overcoming the deficiencies of the centuries old traditional fishing technology and to augment fish production with a higher fishing effort and also to raise the income levels and living standards of fishermen. The present book, based on the author’s doctoral dissertation, made a bold and pioneering attempt to evaluate the costs and earnings of mechanised and traditional boats for determining their relative operational efficiency and to examine intensively the effects of mechanisation on employment, income levels, consumption pattern and levels of living of fishermen and their social implications. While analysing the merits of the new fishing technology and also the reactions of different groups of fishermen to mechanisation, he spotlights the shortsightedness in the implementation of the programme of mechanisation resulting in a host of negative effects which have implications and also sets forth the valuable lessons which Indian experiences have to offer to the densely populated littoral nations in the Third World. To ensure enduring benefits to the vast majority of marine fishermen, the thesis underscores, among numerous other remedies the need for the provision of an intermediary technology, the need for the institutional support and marketing network and the need for the management of fisheries resources. It also calls for the policies to bring about socio-economic development of the fishing community on par with the rest of the society. All in all, a genuine contribution to knowledge of `grassroots' situations that will have enduring value and that can be useful in both academic and policy-formation circles.

As this transformation takes place, many traditional fishers are forced to seek employment on trawlers and other fishing vessels owing to their lack of a capital base to purchase modern vessels themselves. Competition among trawlers can lead to cost reducing strategies that lower the quality of working conditions for those employed in these vessels. This paper is an attempt to assess the working conditions of these workers through the use of indicators developed by the International Labour Office in the context of decent work. By utilizing data collected in the National Sample Survey Organization’s (NSSO) 68th round survey of employment and unemployment, we find that there are some areas in which decency of work is lacking. The level of job security is highly inadequate among most workers in fisheries. There is a marked absence of women in the labour pool, especially in unskilled tasks. Child labour, while not a cause for alarming concern, exists to a minor degree in the industry. Furthermore, freshwater fishing was found to afford lower standards of work than marine fishing. Regulation and policy action are called into requirement by these observations.
