Book Accelerating Transportation Project and Program Delivery

Download or read book Accelerating Transportation Project and Program Delivery written by Dennis Keck and published by Transportation Research Board. This book was released on 2010 with total page 104 pages. Available in PDF, EPUB and Kindle. Book excerpt: NCHRP Report 662 describes how selected transportation agencies have reduced the time required to complete the project delivery process. This process takes new or renewed transportation facilities and services from conception to completion, ready for users. Project delivery is a primary indicator of an agency's effectiveness. Individual highway and other transportation projects are developed under programs intended to implement agency and legislative initiatives and other public policy. The way programs are organized and managed can determine the speed and efficiency of project development. Accelerating program functions can speed up project delivery. This report describes the experiences of eight state departments of transportation (DOTs) that made improvements in their project delivery and the lessons to be learned from their experiences. The information will be useful to DOT managers seeking to ensure that their agencies' organization, policies, and program operations facilitate project delivery.

Book excerpt: The Arizona Department of Transportation's (ADOT's) ability to manage a cost-effective construction program delivery and be accountable to policy-makers and customers regarding the cost and timeliness of highway projects is at risk. The following is ADOT's current situation: There is little consistency in project management; ADOT is not actively managing and controlling budget and scope; The organization does not hold itself and managers accountable for scope, budget, and quality; ADOT's process, tools, and procedures do not enable the most effective use of human and other resources; and There will be continued impacts to ADOT's organizational capacity and health. The following are the desired outcomes from improving ADOT's project management process: (a) ADOT will be able to manage construction program delivery against scope, schedule, budget, and quality objectives on a department-wide basis at the program and project levels; (b) ADOT will hold itself accountable for delivering the program vs. scope, schedule, budget, and quality objectives; (c) The strategic importance of project management will be emphasized by ADOT management; (d) ADOT will increase its project focus to establish a project management culture; (e) The importance and role of project managers and the project management discipline will be elevated; (f) A consistent process at the project level will be established. Book Projects Government and Public Policy

Download or read book Projects Government and Public Policy written by Stanisław Gasik and published by CRC Press. This book was released on 2022-11-25 with total page 320 pages. Available in PDF, EPUB and Kindle. Book excerpt: Many governments have effectively organized public project implementation systems in their jurisdictions. At the same time, many other countries remain at a less advanced level of public project management. Globally, there is a need for project management knowledge to be transferred between governments. However, no systematic review of these practices has been developed to date. Projects, Government, and Public Policy was written to fulfill this need and presents a review of project management practices in countries with developed project-based capabilities. This book uses its own rigorous model to present this review systematically. This book’s practical purpose is to give a structured overview of government-level project management practices. This knowledge can be used in the work of governments to improve the management of public projects and the implementation of public policies. Many professionals working in public institutions understand project management concepts differently than project management professionals. Therefore, this book begins with a chapter that describes the differences between the conceptual basis of public administration and project management. The body of this book has five parts. Part I is mainly intended for those involved in government and public administration who want to acquire or increase knowledge about project management. Part II provides an overview of the basic concepts from the theory of public administration, public policies, and development management. Part III describes what makes public projects unique and the success factors specific to projects of this sector. Knowledge about effective government project management practices is covered in Part IV. The concluding Part V begins with a general overview of the maturity model concept. Its main part covers the description of a maturity model showing ways to systematically improve the implementation of public projects. This book is written for governments and government administrators, including the most influential decision-makers, who craft policies to guide a country’s development as well as how to implement projects. This book is also intended for supporters and enthusiasts of project management in government and public administration by providing them with a description of the solutions used by project management in public administration. This book is intended, too, for all project management practitioners working for public projects: project managers, team members, sponsors, and middle-level executives of project-delivering private companies. By knowing public administration concepts, they can manage their projects better and use a common language with their clients.

Book Construction Manager at risk Project Delivery for Highway Programs

Download or read book Construction Manager at risk Project Delivery for Highway Programs written by Douglas D. Gransberg and published by Transportation Research Board. This book was released on 2010 with total page 137 pages. Available in PDF, EPUB and Kindle. Book excerpt: TRB's National Cooperative Highway Research Program (NCHRP) Synthesis 402: Construction Manager-at-Risk Project Delivery for Highway Programs explores current methods in which state departments of transportation and other public engineering agencies are applying construction manager-at-risk (CMR) project delivery to their construction projects. CMR project delivery is an integrated team approach to the planning, design, and construction of a highway project, to help control schedule and budget, and to help ensure quality for the project owner. The team consists of the owner; the designer, who might be an in-house engineer; and the at-risk construction manager. The goal of this project delivery method is to engage at-risk construction expertise early in the design process to enhance constructability, manage risk, and facilitate concurrent execution of design and construction without the owner relinquishing control over the details of design as it would in a design-build project.
