The book assesses and discusses the conditions for democratic input in decision-making with five empirical chapters each addressing the ordinary legislative procedure from different dimensions: democratic deliberative forums, inclusion, openness, power neutralising mechanisms and decision-making capacity. The analytical framework provides for an in-depth assessment of the ordinary legislative procedure’s potential democratic qualities and examines whether it fulfils democratic criteria, how the procedure works in practice and whether it has the necessary democratic clout. The author provides both a theoretical discussion and an empirical assessment of what role the principle of democracy could play in the EU. Based on an innovative combination of public opinion, protest and media data, it first demonstrates that European integration has become increasingly politicised since the 1990s. Against this background, the Commission is now much more concerned about the public appeal of its policies. That, however, challenges and contradicts the well-worn patterns of supranational regulation in Europe. Rauh systematically compares 17 legislative drafting processes in consumer policy between 1999 and 2009. Based on first-hand insider accounts of involved officials, his analysis indicates that the Commission's policy choices indeed become more consumer friendly under higher levels of public awareness. While this improves the democratic quality of European decision-making, the book also reveals an enhanced conflict potential within the Commission and beyond which threatens to undermine the efficiency of legislative decision-making in the EU.

This book focuses on whether and how experts involved in policymaking can and should be held accountable. The ambitious role cast for scientists in public affairs has been matched by an equal coyness on the part of scientists to play it. Yet in spite of themselves, they have been virtually dragged on to the political stage because of their 'collectivities' - groups formed over the last four centuries often more fugitive than institutional - which have helped modify the human environment, thereby enabling men to emancipate themselves from the tyranny of the present and plan for the future. The byproducts of such plans, from the great botanical gardens to the seed beds of physical scientists like the Ecole Polytechnique, have also incubated further ideas about the relation of science and society that are ecumenical in scope. Indeed the positivist overtones of the Polytechnique herald the transition from platocracy to technocracy, for the technical intelligentsia trained its German, Russian and American counterparts have effected a quasi-religious synthesis of physics and politics. In this 'planning' was the central theme. The social history of such planning (with the concomitant views on the social organisation of science) is the subject of the book Pressurising it is the conviction that " we can identify a particular thing only by pointing to the various things it successively was before it became that particular thing that it will presently cease to be", and the story, which begins four hundred years ago and ends in 1964.

On the one hand, the EU is today accused for lacking sufficient democratic legitimacy, and on the other, public policy-making is getting more and more complex and technical, making politicians reliant to a certain extent on the technical knowledge of specialised experts. The European Parliament, being the only directly legitimated body within the institutional set-up of the EU and thus the symbol of democracy, plays a key role in this respect. In this book Brigitte Reck analyses the role of expertise for the European Parliament. It is assumed that, in order to fulfil the new challenges posed by its enhanced role in EU decision-making, the European Parliament depends to a high degree on internal and external help in the form of expert knowledge, policy advice and parliamentary assistance. It discovers, mainly on the basis of interviews with politicians and officials in Brussels, which sources of expertise the European Parliament can rely on and to what extent Parliament has adapted its internal capacities to the new challenges arising mainly from co-decision, but also from enhanced complexity. Finally it suggests how to improve the internal expertise capacities of the European Parliament which are necessary if the institution is to bridge the gap between democratic control and good quality outcomes.

From emergency lending to macro-economics, border management to Brexit, policies are pursued unconventionally and as measures of last resort. This book investigates the nature, rise, and implications of this politics of emergency as it appears in the transnational setting. As the author argues, recourse to this method of rule is an expression of the deeper weakness of executive power in today's Europe. It is how policy-makers contend with rising socio-economic power and diminishing representative ties, seeking fall-back authority in the management of crises. In the structure of the EU they find incentives and few impediments. Whereas political exceptionalism tends to be associated with sovereign power, here it is power's diffusion and functional disaggregation that spurs politics in the emergency mode. The effect of these governing patterns is not just to challenge and reshape ideas of EU legitimacy rooted in constitutionalism and technocracy. The politics of emergency fosters a counter-politics in its mirror image, as populists and others play with themes of necessity and claim the right to disobedience in extremis. The book examines the prospects for democracy once the politics of emergency takes hold, and what it might mean to put transnational politics on a different footing.
