The technical urban search effort for survivors by the Corps of Engineers is categorized in the Initial phase. For effective survivor location, it is necessary to mobilize, deploy, and initialize the search effort in less than 24 hours. It is also necessary for technical search teams to be in a constant state of readiness for the mission.
