Freshwater resources contained in aquifer systems globally are two orders of magnitude greater than those found in all rivers, lakes, and other surface freshwaters combined. Moreover, approximately one half of the world’s population today is dependent on groundwater for its basic needs. While these truisms are widely acknowledged, an additional reality is now recognized – many of these subsurface freshwater reservoirs are actually transboundary formations shared amongst two or more nations. In fact, around 600 transboundary aquifers have been identified worldwide. They underlie the territory of nearly every non-island nation and are found in both humid and arid environments. Surprisingly, though, only a handful of transboundary aquifers worldwide are subject to any type of formal or informal international agreement. Transboundary groundwater resources are now receiving growing attention among the international community. Questions are being raised about how they should be managed, allocated and protected, what rights aquifer riparians can enjoy, and what responsibilities these aquifer states might owe to neighbouring aquifer riparians. This book considers all these various aspects of the management and regulation of transboundary groundwater resources. It also presents case studies and explores recent efforts to engage the international community on best practices and global standards for governing transboundary aquifers. As communities and nations continue to expand their reliance on these critical sources of freshwater, they will have to address such issues and develop governance regimes for these shared subsurface resources. The chapters in this book were originally published as a special issue of Water International.

Book excerpt: EU landfill directive defines three categories of landfills: landfills for inert waste, for normal waste and for hazardous waste. Criteria for which waste may be disposed at each type of landfill are also given. They consist primarily in limit values for the leaching of inorganic components. It is however possible to allow higher limit values for specific waste and components. However, this requires a risk assessment to demonstrate that this represents no additional risks to the environment. This report provides guidance on possible approaches to a risk assessment in cases where deviations from the landfill regulations are considered and to point out key issues to be taken into account. A proposal for an approach to be used in the impact assessment is presented. The focus is primarily on inorganic constituents. The results of this project may be used in the development of national guidelines on deviation from EU landfill criteria.

Mixtures effects with other pollutants may change their bioavailability and their toxicity. The lack of scientific knowledge in these matters has large costs for public health. While a solid foundation has been established for many specific water management problems, combining those methods and principles in a unified framework remains an ongoing challenge. This Handbook aims to expand the scope of efficient water use to include allocation of sources and quantities across uses and time, as well as integrating demand-management with supply-side substitutes. Socially efficient water use does not generally coincide with private decisions in the real world, however. Examples of mechanisms designed to incentivize efficient behavior are drawn from agricultural water use, municipal water regulation, and externalities linked to water resources. Water management is further complicated when information is costly and/or imperfect. Standard optimization frameworks are extended to allow for coordination costs, games and cooperation, and risk allocation. When operating efficiently, water markets are often viewed as a desirable means of allocation because a market price incentivizes users to move resources from low to high value activities. However, early attempts at water trading have run into many obstacles. Case studies from the United States, Australia, Europe, and Canada highlight the successes and remaining challenges of establishing efficient water markets.

Which indicators for supporting environmental managers, health authorities? What is the efficiency of urban and industrial sewage treatment plants over a year? What is the fate and behaviour of PPs in sewage treatment plants? If receiving waters are used for potable water supplies, does the presence of these compounds represent a potential hazard to human health?
