Book excerpt: Over a third of global agrifood exports cross borders at least twice before reaching the final consumer. The complexity of food supply chains and the growing importance of the global agrifood trade thus creates new and ever greater challenges for the management of food safety. Geographically dispersed foods that have been produced, processed and distributed by multiple actors can pose heightened food safety risks. Tracing the origins of unsafe food is also more complex and time-consuming. For this reason, many nations have implemented more rigorous systems of food control for agrifood imports, while many others need assistance to develop them. To this end, FAO developed this guidance as part of a project entitled 'Digital solutions in support of improved official food control services'. The aim is to provide guidance for the design and implementation of a food control e-notification system, one tailored to national needs and resources. This guidance includes the system’s legal basis, its structure and operational parameters, as well as its infrastructure and human resource requirements.

Book excerpt: Lipid-based nutrient supplements (LNS) and ready-to-use therapeutic food (RUTF) are used to prevent and treat malnutrition in children. [Author] They are often produced in regions experiencing food insecurity and include edible oils obtained from oleaginous seeds or fruits that must be refined to remove undesirable substances and ensure adequate shelf-life for the product. [Author] However, the formation of the heat-induced contaminants 3-monochloropropane-1,2-diol (3-MCPD) fatty acid esters and glycidyl fatty acid esters (GEs) may occur during the refining process of edible oils. [Author] 3-MCPD and its fatty acid esters are present in many other foodstuffs and most of the total lifetime exposure is attributed to foods other than LNS/RUTF. [Author] While the only Codex standard developed for 3-MCPD is for liquid condiments containing acid hydrolyzed vegetable proteins, no Codex standards are available for GEs. [Author] This publication provides an overview of risk assessments for 3-MCPD and GEs previously performed by the Joint FAO/WHO Expert Committee on Food Additives (JECFA), European Food Safety Authority (EFSA) and other authorities, based on chronic exposure. [Author] The use of LNS/RUTF is intended to be of finite duration and confined to a specific life stage. [Author] The aim of this report was to provide an assessment to characterize the risk of less-than-lifetime exposure to 3-MCPD (including 3-MCPD fatty acid esters) and GEs via LNS/RUTF in the context of limited food availability. [Author] The thresholds identified herein for concentrations of 3-MCPD and glycidol equivalents in LNS/RUTF products are considered to represent a level of exposure that is of low concern for human health. Book excerpt: The Codex Committee on Food Labelling (CCFL) requested scientific advice as to whether certain foods and ingredients, such as highly refined foods and ingredients, that are derived from the list of foods known to cause hypersensitivity can be exempted from mandatory declaration. The objective of this fourth meeting was to expand on the recommendations from the first meeting concerning derivatives of food allergens and establish a framework for evaluating exemptions for food allergens. A pro forma process has been developed and tested against allergen derivatives previously granted exemptions in various countries or regions and found to be effective for consideration in future exemption decisions. The Expert Committee recommends that the process outlined in the pro forma process be used to guide any future development and evaluation of derivative exemptions. Establishment of safety based upon this weight of evidence approach is dependent upon consideration of data quality, outcome of the exposure assessment for all intended ingredient uses (specified for exemption) and review by competent authorities (as needed). When safety is established, exemption can be justified.

The Declaration calls for support for “an evolving and positive vision for fisheries and aquaculture in the twenty first century, where the sector is fully recognized for its contribution to fighting poverty, hunger and malnutrition.” In this context, Part 1 of this edition of The State of World Fisheries and Aquaculture reviews the world status of fisheries and aquaculture, while Parts 2 and 3 are devoted to Blue Transformation and its pillars on intensifying and expanding aquaculture, improving fisheries management and innovating fisheries and aquaculture value chains. Blue Transformation emphasizes the need for forward-looking and bold actions to be launched or accelerated in coming years to achieve the objectives of the Declaration and in support of the 2030 Agenda. Part 4 covers current and high-impact emerging issues – COVID-19, climate change and gender equality – that require thorough consideration for transformative steps and preparedness to secure sustainable, efficient and equitable fisheries and aquaculture, and finally draws some outlook on future trends based on projections. Although this includes three pillars - ASEAN Political-Security Community, ASEAN Economic Community (AEC) and the ASEAN Socio-Cultural Community - it is the economic pillar that generates immense debate, due to its expected quantifiable benefits to member countries. This book, thus, focuses on the ASEAN Economic Community and seeks to explain the need for building domestic consensus within the member countries. It starts with an overview chapter describing the current achievements of the AEC. It then explores possible explanations for the achievements/non-achievements and offers a hypothesis on conflicting economic interests in a country as one possible explanation for gaps in implementation. This is because any form of economic liberalisation brings with it the winners and losers, thereby raising resistance to liberalization measures and slowing down the implementation process. The book includes six country chapters - Indonesia, Malaysia, the Philippines, Singapore, Thailand and Vietnam - that examine sources of domestic conflict/s in greater detail and depth. It also includes a regional chapter, co-authored by the ex-Secretary General of ASEAN, Mr Rodolfo Severino, that brings out the political nature of ASEAN economic cooperation since its inception in 1976.For ASEAN beyond 2015, the book articulates the need to obtain a strong domestic consensus that supports the integration initiatives of the AEC. This can be viewed as a way forward to accelerate and deepen integration within ASEAN. The book concludes with some suggestions on how each country can move towards achieving domestic consensus, based on the respective country level analysis.

DIMENSION A is part of the Food control system assessment tool and aims at mapping the fundamental elements necessary for the system to operate. These range from the policy and legal foundation of the food control system, to the fundamental inputs that should feed into the system to make it work properly: the financial resources to sustain the system; the infrastructure to enable the food control activities to take place; and the analytical resources to support official controls over food. It also analyses the issues related to food control personnel and the importance of their qualifications, professional development and motivation to contribute towards the achievement of the food control policy outcomes. While working through the dimension, the assessment process will evaluate the logical relationship between strategic planning to reach policy objectives and to implement legal requirements, and the available resources. This relationship, which can result in a feedback loop (adjusting strategies and considering policy choices to reflect resource constraints), is the underlying thread of Dimension A.
