Perhaps I cannot do better than to summarise the conclusions and recommendations of the Commission in the fewest words: to state how far they have been complied with by the Govern ment, and to add some information as to what has been done during the progress, and since the conclusion of our inquiry, towards remedying in various other ways the deficiencies which it disclosed.
