Book Reforming Regulatory Impact Analysis

Download or read book Reforming Regulatory Impact Analysis written by Winston Harrington and published by Routledge. This book was released on 2010-09-30 with total page 242 pages. Available in PDF, EPUB and Kindle. Book excerpt: Over the past decades, considerable debate has emerged surrounding the use of cost-benefit analysis (CBA) to analyze and make recommendations for environmental and safety regulations. Critics argue that CBA forces values on unquantifiable factors, that it does not adequately measure benefits across generations, and that it is not adaptable in situations of uncertainty. Proponents, on the other hand, believe that a well-done CBA provides useful, albeit imperfect, information to policymakers precisely because of the standard metrics that are applied across the analysis. Largely absent from the debate have been practical questions about how the use of CBA could be improved. Relying on the assumption that CBA will remain an important component in the regulatory process, this new work from Resources for the Future brings together experts representing both sides of the debate to analyze the use of CBA in three key case studies: the Clean Air Interstate Rule, the Clean Air Mercury Rule, and the Cooling Water Intake Structure Rule (Phase II). Each of the case studies is accompanied by critiques from both an opponent and a proponent of CBA and includes consideration of complementary analyses that could have been employed. The work's editors - two CBA supporters and one critic - conclude the report by offering concrete recommendations for improving the use of CBA, focusing on five areas: technical quality of the analyses, relevance to the agency decision-making process, transparency of the analyses, treatment of new scientific findings, and balance in both the analyses and associated processes, including the treatment of distributional consequences.

Book Operational and Environmental Consequences of Large Industrial Cooling Water Systems

Download or read book Operational and Environmental Consequences of Large Industrial Cooling Water Systems written by Sanjeevi Rajagopal and published by Springer Science & Business Media. This book was released on 2012-01-06 with total page 491 pages. Available in PDF, EPUB and Kindle. Book excerpt: The use of water for industrial purposes is of foremost importance. It is used as a coolant and industrial activities dealing with power generation, steel and iron, paper and pulp and oil require very large amounts of water. The industry, therefore, resorts to large scale abstraction of water from natural water bodies. This water is often treated with chemicals to combat operational problems like biofouling and corrosion. Such withdrawal and subsequent discharge of large amounts of water have the potential to impart significant impact on the recipient water body. The organisms drawn along with the cooling water, as well as those residing at the discharge zone, are subjected to a combination of mechanical, thermal and chemical stress on a continuous basis.

Book The Scales of Weighing Regulatory Costs

Download or read book The Scales of Weighing Regulatory Costs written by Jamison E. Colburn and published by Edward Elgar Publishing. This book was released on 2018-11-30 with total page 291 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book examines the calculation and evaluation of regulatory costs by regulators in accordance with a legislative mandate. A serious limitation in that enterprise, the possibility of technological change and innovation, often compromises those efforts and has long been under-appreciated in standard ‘cost-benefit analysis.’ Regulators who study the inducement of innovation and the avoidance of regulatory costs by the regulated often find significant cost-saving opportunities, leading to more stringent and more effective risk governance. Ultimately, the weighing of costs in this more elaborate model is more than simple welfare maximization. It views regulatory costs as important to society for a range of reasons, some grounded in fairness and some in deliberative process values, as a society seeks to minimize all costs over time.

Book Engineering of Power Plant and Industrial Cooling Water Systems

Download or read book Engineering of Power Plant and Industrial Cooling Water Systems written by Charles F. Bowman and published by CRC Press. This book was released on 2021-08-23 with total page 175 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book provides a reference to analysis techniques of common cooling water system problems and a historical perspective on solutions to chronic cooling water system problems, such as corrosion and biofouling. It covers best design practices for cooling water systems that are required to support the operation of all electric power plants. Plant engineers will gain better understanding of the practical issues associated with their cooling water systems and new designs or modifications of their systems should consider the actual challenges to the systems. The book is intended for graduate students and practicing engineers working in both nuclear and fossil power plants and industrial facilities that use large amounts of cooling water.
