Book excerpt: Over the past few decades, the agricultural sector of Southeast Asia has experienced robust growth and undergone a structural transformation albeit differentially across the countries in the region. The main aims of this paper are to understand the process of transformation and sources of growth in agriculture in the broader context of economy-wide changes in domestic and international markets, and to suggest technological, institutional and policy measures for faster, efficient and sustainable growth. Our findings show faster growth in agriculture in comparatively low-income countries, with technological change, area expansion and diversification being the main drivers. On the other hand, agricultural growth in high-income countries has been relatively slow, and driven by price increases, mainly of the export-oriented commercial crops, such as oil-palm, rubber and coconut; and also, by area expansion. In view of the fixed supply of land and high volatility in global food prices, area and price driven growth is unlikely to sustain in the long-run. For efficient, sustainable and inclusive growth, the recourse has to be with exploiting potential of (i) existing and frontier technologies, by investing more in agricultural research and extension systems, and (ii) diversification of production portfolio towards higher-value food commodities by strengthening institutions that link farmers to remunerative markets; and investing in post-harvest infrastructure for food processing.

It uses Neoclassical principles to re-interpret agricultural growth and technological change under complex market institutions with empirical studies on China and selected East Asian economies. The text also questions how technological advances in China contribute to the Great Divergence debate. Through a comparative analysis of agricultural technical changes in the planting of rice paddies in Japan, Taiwan and China, Du finds that different market institutions and structures have given rise to considerable diversity of agricultural change between different economies in terms of the nature, timing and duration of technological transition. Such diversification has, in turn, affected the trajectories of agricultural and wider economic growth. Here, Du reflects on the nature of contemporary Chinese economic development and extends observations on agricultural transition to the entirety of Asia, finding that the nature, timing, and time-span of agriculture technology transitions have varied considerably across different economies.

Three broad market failures constitute the primary arguments for this form of government intervention: a lack of market integration stemming from inadequate infrastructure, the absence or inadequacy of risk-mitigating institutions and markets, and the need to protect the world's poorest communities from a volatile global market. Opponents of such public intervention schemes claim that the old rationales are no longer convincing, that the programs are not cost-effective and do not allocate resources optimally, and that private institutions are strong enough to take over many of the functions traditionally performed by parastatals. In From Parastatals to Private Trade, the editorsclearly from the latter camppose three general questions: Why must parastatal-centered policies in Asia change, when should policy changes occur, and how should such change happen: gradually or abruptly? Book excerpt: Agricultural Development and Technical Cooperation toward Green and Inclusive Growth in East Asian APEC Economies East Asian APEC economies should expand cooperation, as they have common goals to achieve greater food self-sufficiency and food security by 2020. In Asia, the issues of undernourished (particularly China), small-scale farming due to limited farmland and consequently low levels of mechanization, aging and feminizing farm workforce are crucial. These problems will be exacerbated to be solved due to increasingly open markets through the proliferation of free trade agreements. To tackle these challenges, through increasing agricultural productivity and production, and adequate agricultural trade development, economies should improve food security and tackle related social issues. In this regard, agricultural technical cooperation among East Asian APEC economies has advantages: they share relatively common problems of and approaches to agricultural labour force and agricultural economy; in addition, agricultural trade among APEC Asian economies is growing faster than any other region. They can form collective responses while sharing best practices and experiences, technical and financial assistance, common responses to environmental and climate change issues, development of data infrastructure, minimizing the negative impact from agricultural open market. Concretely, East Asian APEC member economies can better gather and share alternative indicators that measure emerging contemporary agricultural issues by including them into statistical systems. Through this, they can build more adequate policies. It is also necessary to create collective solutions for transition of agricultural labour force, especially small-scale farmers, into higher-value and ecological farming or productive non-farm sector through skills development and for better coping with consequent shocks and adjustments from increasing free trade agreements. In order to do so, they need to bring up collective commitment to agricultural development and investment for the long term. Achieving such cooperation will require strong, effective, and well-resourced driving agents. Despite the limitations of APEC’s current institutional bodies on agricultural technical cooperation, if APEC is committed to the Food Security Road Map of improving food security by 2020, then it must extend its cooperative efforts such as the Agricultural Technical Cooperation Working Group (ATCWG) and Policy Partnership on Food Security (PPFS) to be increasingly focused and include a wider range of actors, including farmers ? the true agents of change in any agricultural system. Using data from field based trials and expert solicitations, the book next deliberates on a list of feasible technologies, assessed by constructing climate smart Feasibility Index. Further on, there is an analysis, using stated preference method, of the behaviour of farmers in adopting climate smart technologies. Preference of women farmers has been given a special focus in this book. After discussing the method priority setting of the farm technologies, impact of climate smart technologies has been analysed using real time data. Government policies have been reviewed with the view of achieving climate smart agriculture in South Asia. The book also describes the optimization modelling framework for investment allocation and technology prioritization. The model integrates both the bio-physical and the economic optimization model to capture the agro-climatic heterogeneity within the region and the variability of technical feasibility across regions and crops. Results of this model will help policy makers to identify how much to invest, where to invest and what technologies to prioritize for investments.
