Book excerpt: Nigeria¿s future as a unified state is in jeopardy. Those who make or execute U.S. policy will find it difficult to advance U.S. interests in Africa without an understanding of the pressures that tear and bind Nigeria. Despite this, the centrifugal forces that tear at the country and the centripetal forces that have kept it whole are not well understood and rarely examined. After establishing Nigeria¿s importance to the United State as a cohesive and functioning state, this monograph examines the historic, religious, cultural, political, physical, demographic, and economic factors that will determine Nigeria¿s fate. It identifies the specific fault lines along which Nigeria may divide. It concludes with practical policy recommendations for the United States to support Nigerians in their efforts to maintain a functioning and integrated state, and, by so doing, advance U.S. interests.

Download or read book Healthy Partnerships written by and published by World Bank Publications. This book was released on 2011 with total page 218 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since the private health sector is an important, and often dominant, provider of health services in Sub-Saharan Africa, it is the job of governments as the stewards of the health system to engage with it. Increasing the contributions that the existing private health sector is making to public health is an important, but often neglected, element of meeting the daunting health-related challenges facing African nations. This Report presents newly collected data on how and how effectively each country in the Africa region is engaging the respective private health sectors; and how the engagement compares across the region. While the approach taken by governments varies greatly between countries, there is much room for improvement in the Africa region overall to engage more effectively and room for exchange of ideas and good practices on how to do so. Improved solutions on the policy/regulatory side should be supported by effective organization of the private sector itself and by adjustments in donor programs that take the dynamics of the private health sector better into account.

Book Framework for a Public Health Emergency Operations Centre

Download or read book Framework for a Public Health Emergency Operations Centre written by World Health Organization and published by . This book was released on 2015-12-15 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Framework for a Public Health Emergency Operations Centre (PHEOC framework) document is intended to be used by practitioners of public health; health policy makers; and authorities and agencies responsible for managing emergencies, incidents, or events where the health of populations is at risk. This document provides high-level methodical guidance for designing, developing, and strengthening of public health emergency operations centers. This interim document outlines the key concepts and essential requirements for developing and managing a public health EOC (PHEOC). The overall approach is generic and based on widely acknowledged elements of all-hazards emergency management. It provides an outline for developing and managing a PHEOC to achieve a goal-oriented response to public health emergencies and unity of effort among response agencies. The document will be revised as necessary. Practical guidance on specific aspects of the PHEOC framework will be developed and published separately. A public health emergency is here defined as an occurrence, or imminent threat, of an illness or health condition that poses a substantial risk of a significant number of human fatalities, injuries or permanent or long-term disability. Public health emergencies can result from a wide range of hazards and complex emergencies. Experience has shown that timely implementation of an EOC provides an essential platform for the effective management of public health emergencies. Public health emergencies involve increased incidence of illness, injury and/or death and require special measures to address increased morbidity, mortality and interruption of essential health services. For such emergencies, a multi-agency, multi-jurisdictional response is often required, working with the national disaster management organization. When normal resources and capacities are exceeded, support from outside the affected areas will also be required. External assistance could include national, cross-border, regional or international resources.

Book Judicial Integrity

  • Author :
  • Publisher : BRILL

  • Pages : 321 pages

Download or read book Judicial Integrity written by and published by BRILL. This book was released on 2004-05-01 with total page 321 pages. Available in PDF, EPUB and Kindle. Book excerpt: Traditional separation of powers theories assumed that governmental despotism will be prevented by dividing the branches of government which will check one another. Modern governments function with unexpected complicity among these branches. Sometimes one of the branches becomes overwhelming. Other governmental structures, however, tend to mitigate these tendencies to domination. Among other structures courts have achieved considerable autonomy vis-à-vis the traditional political branches of power. They tend to maintain considerable distance from political parties in the name of professionalism and expertise. The conditions and criteria of independence are not clear, and even less clear are the conditions of institutional integrity. Independence (including depolitization) of public institutions is of particular practical relevance in the post-Communist countries where political partisanship penetrated institutions under the single party system. Institutional integrity, particularly in the context of administration of justice, became a precondition for accession to the European Union. Given this practical challenge the present volume is centered around three key areas of institutional integrity, primarily within the administration of justice: First, in a broader theoretical-interdisciplinary context the criteria of institutional independence are discussed. The second major issue is the relation of neutralized institutions to branches of government with reference to accountability. Thirdly, comparative experience regarding judicial independence is discussed to determine techniques to enhance integrity.

Book Principles and Practice of Public Health in Africa

Download or read book Principles and Practice of Public Health in Africa written by G. O. Sofoluwe and published by University Press, Nigeria. This book was released on 1998 with total page 416 pages. Available in PDF, EPUB and Kindle. Book excerpt: The first principle of public health practice is defined as the identification of the root cause or causes of all health problems, from the diseased individual to the effects on that individual of family, social, community, national, global, environment and other factors. The second principle is defined as the utilisation of the resources of the community, the nation and the world to effect a lasting and, often, a cheaper solution to health problems. This comprehensively revised and updated edition of the first volume provides a ready source for principles and practice, and more practical advice than the first edition which did not fully cover all the aspects of a comprehensive public health practice. The contributors are all practitioners, and the emphasis throughout is to bring out the principles involved in identifying the root causes of all types of health problems, and discovering practical and innovatory solutions for them in ways best suited to African countries.
