Book excerpt: Adaptive social protection (ASP) helps to build the resilience of poor and vulnerable households to the impacts of large, covariate shocks, such as natural disasters, economic crises, pandemics, conflict, and forced displacement. Through the provision of transfers and services directly to these households, ASP supports their capacity to prepare for, cope with, and adapt to the shocks they face—before, during, and after these shocks occur. Over the long term, by supporting these three capacities, ASP can provide a pathway to a more resilient state for households that may otherwise lack the resources to move out of chronically vulnerable situations. Adaptive Social Protection: Building Resilience to Shocks outlines an organizing framework for the design and implementation of ASP, providing insights into the ways in which social protection systems can be made more capable of building household resilience. By way of its four building blocks—programs, information, finance, and institutional arrangements and partnerships—the framework highlights both the elements of existing social protection systems that are the cornerstones for building household resilience, as well as the additional investments that are central to enhancing their ability to generate these outcomes. In this report, the ASP framework and its building blocks have been elaborated primarily in relation to natural disasters and associated climate change. Nevertheless, many of the priorities identified within each building block are also pertinent to the design and implementation of ASP across other types of shocks, providing a foundation for a structured approach to the advancement of this rapidly evolving and complex agenda.

Book excerpt: Both the public and private sectors rely on intensive data use in the 21st century. While data is everywhere, accessing that data is difficult. Accessing that data then requires permission, the ability to access and receive the data, and finally, the ability to use that data to produce useful information for citizen servicing. Interoperability aims to resolve these challenges by ensuring coordination across different systems. Interoperability in e-Governance is defined as the ability of different systems from various stakeholders to work together, by communicating, interpreting and exchanging the information in a meaningful way. The Republic of Fiji is home to one of the most sophisticated economies in the Pacific Islands. The recent economic shocks triggered by Coronavirus (COVID-19) as well as several rounds of significant tropical weather events between 2020 and 2022 have highlighted critical systematic challenges in Fiji's Social Protection (SP) system. The Government of Fiji (GoF) has initiated the social assistance policy reform agenda to address these challenges. In parallel, Technical Assistance (TA) was provided to the Ministry of Women, Children and Poverty Alleviation (MWCPA) and the Department of Social Welfare (DSW) by the World Bank, which includes an IT assessment with recommendations for enhancing the Social Protection IT infrastructure in the DSW and the SP sector in the country and a roadmap for the gradual introduction of an Integrated Social Protection Digital Platform (ISPDP) in Fiji. Interoperability is a key enabler of a more adaptive and gender-inclusive social protection system in Fiji.

This information will be used to assist in the establishment of 20 comprehensive centers providing technical assistance to regional, state, and local educational agencies and schools in implementing the goals and programs of the No Child Left Behind (NCLB) Act and in the use of scientifically valid teaching methods and assessment tools for use by teachers and administrators.The Pacific RAC region is composed of seven island groups: the state of Hawaii, the Commonwealth of the Northern Mariana Islands, the Federated States of Micronesia (Chuuk, Kosrae, Pohnpei, and Yap), the Republic of the Marshall Islands, the Republic of Palau, the Territory of American Samoa, and the Territory of Guam. Pacific RAC members identified five major challenges and a number of related technical assistance recommendations that would assist the Pacific Region in meeting the goals of NCLB. The RAC then identified the top priorities for federal technical assistance in the region. Members also noted that because the Pacific region comprises many islands with a range of physical facilities and technical infrastructures, it is difficult to provide communication systems and access to resources, and to integrate technology with instruction in order to support student achievement.
