The report is divided into nine sections as follows: (1) the purpose of the report and sources of data; (2) background of FSL programs in Ontario and the Gillin Report (1974); (3) research projects; (4) program policies; (5) financial incentives and grants; (6) professional development opportunities for teachers; (7) student exchange and enrichment opportunities; (8) the response of local school boards; and (9) evaluating student achievement and programs. Three appendixes include a memorandum to the Director of Education and Principals of Schools regarding a new guideline for core French programs, tables, and a bibliography of Ministry-funded FSL research. Book excerpt: This report constitutes a synthesis of 10 years of research which was conducted to assist Ontario boards of education in implementing and evaluating French immersion programs in their jurisdictions. The immersion programs evaluated include three major alternatives: (1) the early total French immersion programs of the Carleton, Ottawa, and Toronto Boards of Education; (2) the early partial French immersion program of the Elgin County Board of Education; and (3) the late partial French immersion program of the Peel County Board of Education. Reference is also made to evaluations of similar immersion programs evaluated by other researchers in Ontario and throughout Canada. The report includes a description of the programs and information on the characteristics of some other bilingual education programs found in Ontario. In addition, the following information is provided: (1) discussion of the specific research questions and the research design; (2) presentation of the evaluation findings concerning the linguistic effects; (3) presentation of the findings on the academic effects; and (4) discussion of some social and psychological dimensions of French immersion programs. Book excerpt: Part of the Eleventh Annual Report to the Ontario Ministry of Education, this report describes the grade and program location of students who entered kindergarten in Ottawa and Carleton, Ontario in 1974, known as the K-74 cohort. The first section of the report deals with the K-74 cohort; later sections deal with students who joined either early or late immersion at the expected level of the K-74 cohort. Some of the factors examined by the study are the following: (1) patterns of transfer into and out of the immersion programs and proportions reaching the expected grade level at various points; (2) comparisons of grade level of students who had left the early immersion program with students from the K-74 cohort in the English-language program; and (3) analysis of the progress of three late-immersion groups who had entered a high school with a program emphasizing French instruction. The report contains a number of diagrams that illustrate the varied pathways of several groups of students, and tables and graphs that present the longitudinal data on students in various programs for each year from 1974-1983.
