Similar claims are made for other Asian NICs such as Taiwan. However, less understood is how the education system in South Korea became a site of intense conflict as, in the decade from 1989-99, a large movement of teachers battled with the government over development-related issues such as democratic reforms and human rights in schooling, in a struggle that divided this education-oriented society and at times plunged the nation’s schools into chaos. This book analyses the emergence of the National Teachers’ Union of Korea, Chunkyojo, and traces its struggle for educational reforms. The book examines the South Korean education system within national and global contexts and the historical experiences that have shaped the modern nation - such as its Confucianist history, its experiences of colonialism and the legacy of the Cold War conflict with North Korea. As South Korea searches for pathways for reunification, economic growth and the consolidation of democratic civil society, important new perspectives on the role of education emerge through this analysis of the teachers’ social movement. This book also presents separate chapters on teacher movements in Taiwan and the Philippines, that provide interesting comparisons to the South Korean case, while revealing the distinctive political and historical experiences that have shaped education in these societies and the emergence of reformist teacher movements. This edited volume explores the contexts that characterise South and South East Asia and their influence on social studies education. There is not a single context across this broad geographical expanse, rather different religions, different political systems and different values exert influences that create distinctive programmes that characterise different countries. Yet there are also commonalities such as the post-colonial nature of most of the countries portrayed in this book, determined efforts at establishing new national communities and multiple value systems that lead to distinctive local priorities. There are also voices of resistance in these chapters, recognising the realities of local contexts but also recognising the need for change. Social studies education in these contexts may well be descended from its origins in North America, but in South and South Asian contexts, it has taken on new purposes, new forms and new values. Asian societies often carry long histories and traditions that influence beliefs about identities,which are changing in our globalizing world. The authors in this volume explore the synthesis that occurs when culture is shared and re-constructed in different contexts. Specifically, the authors show how English is appropriated and refashioned through language and culture exchanges both inside and outside of traditional classrooms in East Asia (i.e., Japan, South Korea, China) and Southeast Asia (e.g.., Indonesia, Thailand). Inside the classroom, transcultural flows have the potential to result in take-up, exchange, appropriation, and refashioning of language and cultural practices that can generate transcultural realities outside the classroom. Understanding transcultural flows may also require understanding circumstances outside of the classroom—for instance, transcultural exchanges that lead to friendships and professional relationships; as companies embrace English and attempt to reach a global audience; as English facilitates access to global interaction in cyberspace; and as membership to nation states, recognition, and identity often confront the politics of English as a global language. For both teachers and students of English, the impact of transcultural connections reaches far beyond the teaching and learning experience. English connects people around the globe—even after students and teachers have finished their lessons or teachers have left the country. To examine the transcultural flows that result from English learning and teaching in Asia, this book addresses the following questions: What becomes of English when it is unmoored from local, national, and regional spaces and imaginatively reconceptualized? What are new forms of global consciousness and cultural competency? How is English rediscovered and reinvented in Asian countries where there are long traditions of cultural beliefs and language practices? How are teachers and students taking up and appropriating English inside and outside classrooms? How has English learning and teaching affected social, political, and business relationships? It has been embroiled in the long-running internal debate over the so-called Nihonjinron, revolving around the extent to which the effective interpretation of Japanese society and culture requires non-Western, Japan-specific emic concepts and theories. This book takes this question further and explores how we can understand Japanese society and culture by combining Euro-American concepts and theories with those that originate in Japan. Because Japan is the only liberal democracy to have achieved a high level of capitalism outside the Western cultural framework, Japanese Studies has long provided a forum for deliberations about the extent to which the Western conception of modernity is universally applicable. Furthermore, because of Japan’s military, economic and cultural dominance in Asia at different points in the last century, Japanese Studies has had to deal with the issues of Japanocentrism as well as Eurocentrism, a duality requiring complex and nuanced analysis. This book identifies variations amongst Japanese Studies academic communities in the Asia-Pacific and examines the extent to which relatively autonomous scholarship, intellectual approach or theories exist in the region. The successes of foreign competitors are pointed to, new moneys are sought and laws passed. Occasionally these reform efforts make a difference. Just as often, they end up as mere rhetoric and the educational indicators continue to slide. Education is a dynamic sector with its ups and downs. To understand these ups and downs and to gain a clearer grasp of the essentials of reform, we need to look deeply into the origins and development of successful and failed reforms. This book seeks to answer that need. To do so, it stresses two important themes. First, the essence of educational practice lies in the institutionalised ideals and norms of an educational system, not in how much is spent on education or how many people are involved in education. Second, while many contemporary observers of education tend to think that sound educational practice is pretty much the same around the world, this book argues that these are at least six distinctive educational InstitutionS currently in place in the modern world, each with its unique strengths and weaknesses. Each also has its own cycle of reform and renewal. So the landscape of educational reform is much broader than most observers acknowledge. The book is unique in highlighting the principle characteristics of Japanese education alongside those of Soviet Russia and the core educational systems of Western Europe and North America. While the account focuses on ‘national’ differences, the analysis actually begins from the ground up, looking at particular schools that emerged early in the six modernising experiences. These early schools are described here as representative schools, for the practices they initiated have had a profound influence on the direction of subsequent reforms in their respective national settings.
