Book excerpt: This study of teacher staffing issues in the School District of Philadelphia explores the degree to which the district has succeeded in upgrading teachers' professional credentials, recruiting and retaining them, and equitably distributing experienced and credentialed teachers across all types of schools. Since the passage of "No Child Left Behind" (NCLB) and the state's takeover of the district in 2001, the district has succeeded in improving the certification rates of its teachers, especially new teachers, and in drastically cutting the number of emergency-certified teachers and classroom vacancies. It has also improved new teacher retention and has modernized and decentralized its hiring process. It has not, however, been able to change the pattern of having the least qualified teachers in schools serving the highest percentages of poor and minority students nor its poor long-term rate of teacher retention. The study also notes that measures taken to comply with NCLB deadlines have strengthened the district's relationships with the Philadelphia Federation of Teachers (PFT), local higher education outlets, and alternate certification partners. The authors' research on the teacher workforce issue is one strand of a larger study, "Learning from Philadelphia's School Reform," a research and public awareness project led by Research for Action that is assessing the effectiveness of school improvement in Philadelphia. Book excerpt: The School District of Philadelphia (SDP), like many other urban school districts, struggles to increase its hiring and retention of experienced and highly qualified teachers in its low-performing/high-need schools. Excluding its charter schools, SDP serves approximately 165,000 students, largely from high-poverty (76%) and minority (85%) backgrounds, in nearly 300 schools. In 2003-04, teacher quality was a persistent problem. Less than 60% of new teachers were certified, and only 43% of new teachers were retained after 3 years. There was a shortage of teachers in high-need subject areas and in low-performing schools. In such hard-to-staff schools, there were significant gaps in teacher qualifications and experience. Toward the goal of improving teacher quality and the experience balance, particularly in hard-to-staff schools, the Philadelphia Federation of Teachers (PFT) and SDP agreed to a set of innovative approaches in their 2004 contract. That contract included new policies for school-based selection of teachers and the provision of incentives for teachers who seek employment in selected "incentive schools," in selected subjects, and to teachers new to the district's schools. Although similar hiring and/or incentive policies have been used elsewhere, little is known about the role that districts and principals play in implementing these policies and how they affect teacher recruitment. Therefore, at the request of SDP, the Urban Education Collaborative (UEC) at Temple University's Institute for Schools & Society conducted a study of SDP's effort to implement these new policies during 2005-06. This research brief reports, in particular, on how SDP's principals responded to the district's newly created hiring and incentive policies. The Urban Education Collaborative (UEC) at Temple University's Institute for Schools and Society conducted a study of SDP's effort to implement these new policies during 2005-06. This study reports, in particular, on how SDP's principals responded to the district's newly created district hiring and incentive policies. With the assistance of SDP Human Resources Department and the cooperation of PFT, UEC sent web-based surveys to all SDP principals and to a sample of 1,000 teachers who had recently changed schools, were new to SDP, and were hired through site-based selection. Of the targeted teachers, only 177 responded to the survey, making data useful only for identifying themes for further exploration in interviews. In contrast, 207 principals, 77% of the SDP's total, responded. In order to understand more about the nature of policy implementation, supports, strengths, and weaknesses, a randomized sample of survey participants--10 principals, 9 experienced teachers, and 9 new teachers--were interviewed. Overall, the findings suggest positive steps forward for SDP in communicating and supporting the new policies. However, the findings also reflect different needs and responses of principals according to experience level, suggesting a need for customized information and training. What is especially striking is how few principals were proactive in using teacher hiring to improve teacher quality at their schools. They made limited use of web-based information, tracking of candidates, and communication. They did not "pitch" incentives to interested candidates, and many ceded hiring decisions to the central office rather than make use of site selection. The study suggests that limited policy impacts resulted from lack of buy-in and accountability for implementation among principals. While the latter can be explained, in part, by a centralized hiring system that often makes accountability ambiguous, the former is not well explained by either the quality of the policies or the means by which they were communicated. Rather, principal dispositions affected their enthusiasm for and implementation of the innovations and incentives in teacher hiring. How such values emerge and are responded to remain important questions for policy implementation. (Contains 7 figures, 4 tables and 11 footnotes.) Book excerpt: This report examines the current status of teacher quality in the city and what the School District of Philadelphia is now doing to ensure that all classrooms have highly trained, motivated, and knowledgeable teachers ready to boost the achievement of the district's 188,000 students.The report shows that teacher quality in Philadelphia has not been what it could be and has been exacerbated by policies and practices that undermine the capacity to ensure that every child has a highly qualified teacher. The data presented in the report show a disturbing picture of teacher attrition, reliance on lesser-qualified teachers, and inequities in the assignment of qualified teachers to schools with large percentages of low-income children. These patterns are reflective of other urban systems nationwide. However, Philadelphia's hiring and school assignment systems are unusually centralized because of collective bargaining rules, a situation that sharply limits the ability of schools and teachers to forge a good employment match. However, knowledgeable observers and school officials expect that the new administration's aggressive pursuit of a teacher-focused strategy of improvement should lead to a reduction in teacher turnover and less reliance on emergency-certified teachers.
