Book excerpt: The purpose of this study was to conduct an in-depth investigation of the performance-based teacher evaluation model and its impact on facilitating teacher growth in one selected school district. The research design for this investigation was a mixed design case study, which utilized both quantitative and qualitative data. The site of the study was a school district in a suburb of a large Missouri city. Quantitative data were collected through the Teacher Evaluation Profile (TEP) questionnaire. The survey instrument was electronically distributed to two hundred ninety-two teachers. One hundred ninety-three teachers completed and returned the survey. Qualitative data were collected through interviews of building level principals, assistant principals and selected teachers. Supplemental data were also collected through the analysis of documents and artifacts. Many practices were found that were perceived by teachers and administrators to facilitate teacher growth in the selected school district. Among those were professional dialogue, collaboration, self-reflection, feedback, risk-taking and goal-oriented development plans. Components of the new PBTE model that were perceived by teachers to facilitate growth included the professional enrichment plan (PEP), self-reflection, and multiple unplanned observations. In addition to these components, the administrators of the district also perceived the portfolio component of the new model to facilitate teacher growth. The consistent implementation of the model across the district was an area that should be addressed by the district to ensure that the entire district may benefit from the intended goals of the evaluation process.
