Book excerpt: The use of standardized test scores to hold schools, students, and teachers accountable for their performance has been at the heart of education reform efforts throughout the United States for years. Recent reform efforts have been especially focused on including the standardized testing performance of students into the overall evaluation of teacher effectiveness. In several states throughout the country, including Florida, results from teacher performance evaluations are being used to inform professional development, tenure, retention, termination, and compensation decisions. The purpose of this study was to explore the teacher performance evaluation system initiated in Florida in 2011 as perceived by the individuals who created the system, the influencers, as well as by those it most directly impacted, the implementers. This mixed-methodological study provides valuable information on the perceptions of the overall effectiveness of the current teacher performance evaluation system and its potential to improve teacher, student, and school performance. Qualitative data were collected through the use of interviews with Florida Department of Education personnel and open-ended survey questions sent to teachers and principals in six Florida districts. A survey instrument was administered in an effort to further obtain quantifiable results from the 1,022 participants. Given the current federally-funded teacher evaluation system has been in a progressive implementation process for the past three years, minimal research exists on the system other than promotional and informational material that has been produced by state policymakers. As a result, it was important to review how this process to date has impacted the state of Florida and its stakeholders. The results of this study can provide insight to policymakers as well as to the general public to best inform current and future educational policies and practices.

Book excerpt: This report highlights 10 of the most advanced and talked-about teacher evaluation systems nationally: Delaware; Rhode Island; Tennessee; Hillsborough County, Florida; Houston, Texas; New Haven, Connecticut; Pittsburgh, Pennsylvania; Washington, DC (referred to throughout just as Washington); Achievement First (a charter management organization, or CMO); and the Relay Graduate School of Education in New York City. Together, these systems serve more than 1.6 million students each year. These are not the only systems taking on this work, but they are trailblazers. None of the sites featured would say they have fully "figured out" teacher evaluation. Nor do the authors hold them up as examples of perfection. Book excerpt: In an age that dictates accountability and verifiability of educational programs, institutions of higher education are called on to justify their programs. To meet these demands, there is a need for improved methods for the evaluation of teacher education programs. More importantly, there is a need for the development of methods and procedures to conduct continuous and on-going evaluation that can aid the process of program improvement. Many institutions have had difficulties in developing and implementing satisfactory systems for conducting needed evaluation. In recent years the standards for the approval of teacher education programs in all of the states were strengthened as were the standards for approval by the National Council for the Accreditation of Teacher Education (NCATE). These revised standards put even more emphasis on accountability and the need for both summative and formative evaluation in a teacher education program. Tennessee Technological University has long been recognized as an institution with an exemplary project in program evaluation. As a result, in 1986, the state of Tennessee established at Tennessee Technological University, a Center for Teacher Education Evaluation. The Center began work in July 1986, on the development of models and systems for conducting teacher education program evaluation. To most, teacher education program evaluation is simple and straightforward. Evaluation includes a set of options, a set of criteria, data collection and interpretation, x and then use in meeting accountability needs.

Based on international research, the authors argue that teacher effectiveness is too narrowly conceptualised and methods of measuring it are not attuned to the real contexts in which teachers work. They propose a model of differential teacher effectiveness which takes into account that: * teachers may be more effective with some categories of students than with others * teachers may be more effective with some teaching contexts than others * teachers may be more effective with some subjects or components than with others. Book excerpt: The focus of this research was to examine the initial year of implementation of the Marzano Teacher Evaluation Model and iObservation®tool (Learning Sciences International, 2012) as it related to student achievement in the School District of Osceola County, Florida and to determine if the Marzano model improved the ability to determine teacher effectiveness with more accuracy than previous models of teacher evaluation used in the school district. Twelve research questions guided this study concerning the relationship and predictability between the variables of teacher instructional practice scores, number of observations reported in the iObservation®tool, and student achievement in Grades 3-5 using reading and mathematics FCAT 2.0 DSS scores. Linear Regression analysis suggested that for Grade 3 reading and mathematics the instructional practice mean had statistical significance in predicting performance and was a strong predictor of Grade 3 FCAT reading and mathematics performance. Linear Regression analysis further suggested no statistical significance or predictability for Grades 4, 5 for instructional practice mean and Grades 3,4,5 for observation mean related to FCAT reading and mathematics performance. Caution should be used when attempting to interpret these findings, as this study was based solely on initial year implementation data. Implications for practice are also discussed in this study.

Book excerpt: The FCPCS Charter School Classroom Teacher Evaluation is a performance evaluation system for classroom teachers that is aligned to the six Florida Educator Accomplished Practices (FEAPs), State Board of Education Rule 6A-5.065. When administering the evaluation, the evaluator will record the "proficiency levels" which indicate how well an employee performs on each individual indicator on the evaluation system. The evaluation system is comprised of six domains and 35 indicators. Each indicator will have a proficiency rating and each domain will have a total performance rating. At the completion of the evaluation, a total performance score will be calculated. A rating scale will be used to determine the overall performance level of the employee which will be one of the following four ratings: Highly Effective; Effective; Needs Improvement/Developing; or Unsatisfactory.
