Tea Partiers protested at town hall meetings about health care across the country in August, leading to a large national demonstration in Washington on September 12, 2009. The movement spurred the formation (or redefinition) of several national organizations and many more local groups, and emerged as a strong force within the Republican Party. Self-described Tea Party candidates won victories in the November 2010 elections. Even as activists demonstrated their strength and entered government, the future of the movement's influence, and even its ultimate goals, are very much in doubt. In 2012, Barack Obama, the movement’s prime target, decisively won re-election, Congressional Republicans were unable to govern, and the Republican Party publicly wrestled with how to manage the insurgency within. Although there is a long history of conservative movements in America, the library of social movement studies leans heavily to the left. The Tea Party movement, its sudden emergence and its uncertain fate, provides a challenge to mainstream American politics. It also challenges scholars of social movements to reconcile this new movement with existing knowledge about social movements in America. Understanding the Tea Party Movement addresses these challenges by explaining why and how the movement emerged when it did, how it relates to earlier eruptions of conservative populism, and by raising critical questions about the movement's ultimate fate.

According to author and Tea Party activist Michael Patrick Leahy, a similar lack of accountability ignited our nation's Founding Fathers, and they were motivated by the same ideological desires: to constitutionally limit government, ensure fiscal responsibility, and defend individual liberty. The second—to refrain from interfering in private economic matters—was broken by the Republican Party in the 1860s. The third—to honor the customs, traditions, and principles that made up the "fiscal constitution"—was broken by Herbert Hoover 143 years after the establishment of our republic, a sad rupture conducted on an even grander scale by his successors, beginning with Franklin Roosevelt and continuing through the administration of Barack Obama. The breaking of these promises greatly accelerated the natural tendency of governments to centralize and consolidate power at the expense of individual liberty. Had not the fourth and final promise—that members of the legislative branch would exercise thoughtful deliberation while giving respectful consideration to the views of their constituents—been broken in such a disdainful and audacious manner in early 2009, the grassroots activists who came to make up the Tea Party would never have been impelled to take action. Drawing on his personal experience as the organizer of the online conservative community that launched the Tea Party movement in February 2009, Leahy documents how the timeless principles of American constitutionalism have been used to grow one of the most active and influential movements in American history.

Of the sixty House seats which moved from Democratic to Republican control, twenty-eight were won by Tea Party candidates. At the movement’s height, 29 percent of Americans had “some ties” to the Tea Party, while 2 percent identified themselves as active members. Book excerpt: Many people on the left still dismiss the tea party as the same old religious right, but the evidence says they are wrong. The tea party has strong libertarian roots and is a functionally libertarian influence on the Republican Party. Compiling data from local and national polls, as well as dozens of original interviews with tea party members and leaders, we find that the tea party is united on economic issues, but split on the social issues it tends to avoid. Roughly half the tea party is socially conservative, half libertarian -- or, fiscally conservative, but socially moderate to liberal. Understanding the tea party's strong libertarian roots helps explain how the tea party movement has become a functionally libertarian influence on the Republican Party. Most tea partiers have focused on fiscal, not social, issues -- cutting spending, ending bailouts, reducing debt, and reforming taxes and entitlements -- rather than discussing abortion or gay marriage. Even social conservatives and evangelicals within the tea party act like libertarians. To the extent the Republican Party becomes functionally libertarian, focusing on fiscal over social issues, the tea party deserves much credit -- credit that political strategists, scholars, and journalists have yet to fully give.
