Available in PDF, EPUB and Kindle. Book excerpt: (Cont.) Chapter Three investigates the effect of property taxes on elderly homeowners labor supply decisions, using similar data and empirical strategy employed in Chapter Two. I examine both the extensive margin - whether elderly homeowners' delay retirement or reenter the labor force in the face of rising property taxes, and the intensive margin - whether elderly homeowners work longer hours when property taxes increase. I find little evidence that property taxes have a significant impact on elderly labor supply.

Book Property Taxes and Elderly Labor Supply

Book excerpt: The recent housing market boom in the U.S. has caused sharp increases in residential property taxes. Anecdotal evidence suggests that rising property taxes have induced elderly homeowners to increase their labor supply. This paper uses 1992-2004 panel data from the Health and Retirement Study (HRS) as well as a newly collected dataset on state-provided property tax relief programs to investigate the effect of property taxes on the labor supply of elderly homeowners. It is the first rigorous study on the link between property taxes and elderly labor supply. I examine both the extensive margin - whether elderly homeowners delay retirement or reenter the labor market in the face of rising property taxes, and the intensive margin - whether elderly homeowners work longer hours when property taxes increase. A simulated IV approach is used to address the potential endogeneity problem associated with property taxes. I find little evidence that property taxes have a significant impact on elderly homeowners' decisions to retire, to re-enter the labor force, or to increase working hours.

Book Property Taxes and Elderly Mobility

Download or read book Property Taxes and Elderly Mobility written by Hui Shan and published by . This book was released on 2010 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: The recent housing market boom in the U.S. has caused sharp increases in residential property taxes. Housing-rich but income-poor elderly homeowners often complain about rising tax burdens, and anecdotal evidence suggests that some move to reduce their tax burden. There has been little systematic analysis, however, of the link between property tax levels and the mobility rate of elderly homeowners. This paper investigates this link using household-level panel data from the Health and Retirement Study (HRS) and a newly collected dataset on state-provided property tax relief programs. These relief programs generate variation in effective property tax burdens that is not due solely to arguably endogenous local community choices about taxes and expenditure programs. The findings provide evidence suggesting that higher property taxes raise mobility among elderly homeowners. The point estimates from instrumental variable estimation using relief programs to generate instruments suggest that a $100 increase in annual property taxes is associated with a 0.76 percentage point increase in the two-year mobility rate for homeowners over the age of 50. This is an eight percent increase from the baseline two-year mobility rate of nine percent. These results are robust to alternative specifications.

Book Housing Crisis and State and Local Government Tax Revenue

Download or read book Housing Crisis and State and Local Government Tax Revenue written by Byron Lutz and published by DIANE Publishing. This book was released on 2011-05 with total page 51 pages. Available in PDF, EPUB and Kindle. Book excerpt: State and local government tax revenues dropped steeply following the most severe housing market contraction since the Great Depression. The authors identify five main channels through which the housing market affects state and local tax revenues: property tax revenues, transfer tax revenues, sales tax revenues, and personal income tax revenues. They find that property tax revenues do not tend to decrease following house price declines. The other four channels have had a relatively modest effect on state tax revenues. These channels jointly reduced tax revenues by $15 billion from 2005 to 2009, which is about 2% of total state own-source revenues in 2005. Charts and tables. This is a print on demand publication.

Book Old Age Provision and Homeownership Fiscal Incentives and Other Public Policy Options

Download or read book Old Age Provision and Homeownership Fiscal Incentives and Other Public Policy Options written by Martina Eckardt and published by Springer. This book was released on 2018-05-10 with total page 253 pages. Available in PDF, EPUB and Kindle. Book excerpt: In light of demographic change and the growing problems of traditional old-age security systems, this book discusses two essential instruments in connection with privately providing for old-age security: (1) savings in private pension schemes and (2) building up equity for home-ownership. Further, it assesses the relationship between the two instruments and offers a unique overview of the latest market developments. In order to represent the profound differences between the individual member states of the EU, this book features six country-specific studies – covering Germany, Hungary, Ireland, Italy, the Netherlands and the United Kingdom – that provide detailed insights into the complexity of local private pension schemes, mortgage markets, and housing markets. Lastly, the book discusses public policies and fiscal incentives intended to better integrate residential property with private pensions. It will appeal to both, private households seeking to build up old-age security, as well as policy makers interested in providing secure pension schemes.

Book Building Foundations

Download or read book Building Foundations written by Denise DiPasquale and published by University of Pennsylvania Press. This book was released on 2017-05-01 with total page 492 pages. Available in PDF, EPUB and Kindle. Book excerpt: National housing policy is the subject of ongoing debate, and this book brings together much of the current wisdom on the issues that lie at the center of the debate. This volume addresses a wide range of policy concerns, including: Who should receive limited federal housing resources? How and to what extent should we preserve the existing, private, subsidized, and public low income housing stock? What are the appropriate roles for the federal, state and local governments, the nonprofits and the private sector in delivering housing programs? This comprehensive study of housing policy in the U.S. is the result of the MIT Housing Policy Project (1987-1989), which was directed by the editors. The Project assembled leading scholars and practitioners from across the country, representing a wide range of perspectives, to assess the key policy issues of housing availability, affordability, and quality. As the national debate continues, Building Foundations offers clarification of a complex set of issues.
