Book excerpt: Starting on September 3, 2004, four major hurricanes raked Florida within a period of six weeks. In their wake, estimates of damages to agriculture and allied industries, including crop losses and program funding needs, totaled $2.156 billion. Before the remnants of Hurricane Ivan cleared the state, the University of Florida's Institute of Food and Agricultural Sciences (UF/IFAS) saw the necessity to respond more aggresssively to the needs of the state and Florida's agricultural and natural resource industries, both for the immediate and for the future. IFAS personnel are uniquely positioned in all areas of the state with key Extension personnel assigned in each county. A Hurricane Recovery Task Force was formed to strategize ways to more effectively help those in need, and included UF/IFAS faculty and staff experts for every agricultural commodity in the state as well as related infrastructure and support industries, natural resources, and the environment. The Task Force's mission was to inventory immediate response during the next six months, and develop long-term strategies for dealing with these and future hurricanes or disasters, both natural and man-made. Key UF/IFAS faculty served as lead persons to develop reports and continuing recommendations for commodities and other program areas important to UF/IFAS. By mid-October, 2004, each leader had provided a report to accommodate the following objectives: Situation assessment, Immediate response, Long-term response, and Implementation/delivery methods. This publication includes these reports.

It also explores novel topics, such as project finance contracts, insurance and climate change, the shadow banking system, that have been overlooked in current literature. This book is meaningful not only for the EU and the US, which have suffered considerably from the financial crisis of 2008, but also for China, which is struggling to build a sound institutional infrastructure to govern its increasingly complicated financial system. By comparing the regulatory philosophies and practices of the EU, the US and China, this book will help the reader to understand the diverse nature of the global ‘law and finance’ nexus and avoid succumbing to the myth of "one size fits all".
