Book excerpt: "During the winter of 1981-82, a large quantity of information related to the environment, ice forces, and ice and rubble behaviour was collected at Tarsiut and has been presented in 28 reports for the Tarsiut Island Research Program (TIRP). Canadian Marine Drilling Ltd. (CANMAR) personnel collected and reduced the data and therefore are intimately familiar with it. They know the format and quality of the data, which sensors were functioning and when. They were directly involved in obtaining the field data, so they can appreciate the many problems with the data and its limitations. Already most of the data has been 'de-spiked', baselines for the data established, and many of the analyses proposed here are already in progress. CANMAR has started an analysis of the Tarsiut data which they would like to sell to participants in the TIRP. The full scope of the program is described below, but the main outputs of the analysis will be: 1) ice forces on the island; 2) estimated ice forces on ice rubble around the island; 3) histogram of ice forces on island; 4) ice forces correlated with environmental conditions; 5) forces from summer first-year floe impacts against the caisson; and, 6) mechanical properties of ice. ... The objective of this program is to analyze Tarsiut Island Research Program data from the 1981-1982 season, to develop a data base from which future artificial Arctic islands may be designed. ... All participants must have participated in the Tarsiut Island Research Program Winter 1981-1982, for which Gulf Canada Resources Inc. was the operator. (Note: Tarsiut Island well partners are TIRP Participants.) It is estimated that the above analysis will take about six months, with a draft report being made available in October and the final report completed in November. The total cost of the program will be charged cost plus and will not exceed $100,000 (Cdn); this cost will be shared evenly amongst the participants and assuming seven participants expected cost is about $14,000 each. A minimum of five participants are required"--ASTIS database.

Facilitating exploration and development in the U.S. Arctic would enhance national, economic, and energy security, benefit the people of the north and the U.S. as a whole, and position the U.S. to exercise global leadership. Despite these benefits, there are diverse views on how to balance this opportunity with environmental stewardship.
