Book excerpt: When Clausewitz introduced the concept that an enemy's power is derived from his total means plus his will to resist, a debate has centered on which is more important, the enemy's military capability or his will. Air power theorists entered this debate and have long maintained that tactical and strategic aircraft alone have war winning capability because they can strike targets deep within a nation's interior. While trying to prove the primacy of air power, airmen have searched for targeting's "holy grail"--The critical node that will bring about the enemy's collapse. For many air power advocates, this target is the enemy's will to resist. History is littered with American and coalition bombing campaigns that have used a variety of methods to directly or indirectly target enemy will. For the most part, these campaigns have been relatively unsuccessful. The Air Force and Joint Forces Command have introduced a new concept that has put a new twist on this old theme. Effects-Based Operations (EBO) has been vigorously promoted by Air Force leadership as a methodology to attack strategic targets like enemy morale. Though cloaked in different terminology, EBO has the same limitations that conspired against previous air campaigns. This paper examines some of the critical issues affecting the ability to target enemy will from the air. By analyzing some of these weaknesses, Joint Force Commanders can apply combat aircraft in a more effective manner, vice using them as a sole means of achieving operational or theater strategic objectives.

This evolving method of conducting operations focuses on creating specific effects rather than focusing on military objectives. Currently, there are many different opinions within the military on the definition, application, and feasibility of effects-based targeting. This thesis defines and identifies effects-based concepts and analyzes their application during Operation Desert Storm and Operation Iraqi Freedom. Applying these developing concepts to recent operations will help create a better understanding of effects-based targeting and assist leaders in conducting operations in a complex environment. Book excerpt: Like many other new technologies, the use of airpower in war has gone through many changes as military leaders struggle to maximize its potential. Airpower assets have the unique capability to operate in all parts of an area of operations (AO) unrestricted by terrain and enemy fielded forces. This capability allows the military great flexibility in prosecuting targets to successfully achieve campaign objectives. However, airpower assets are a finite resource and great care must be taken to avoid minimizing the effects they can deliver. Much has been written about effects-based operations (EBO) throughout history, and the concept seems fairly simple on the surface. The leadership sets the objectives, and the military applies force in such a manner as to achieve effects that will allow attainment of those objectives. Joint Vision 2020 recognized the importance of EBO by stating, The concept of precision engagement extends beyond precisely striking a target with explosive ordnance. Information superiority will enhance the capability of the joint force commander to understand the situation, determine the effects desired, select a course of action and the forces to execute it, accurately assess the effects of that action, and reengage as necessary while minimizing collateral damage. During conflict, the commander will use precision engagement to obtain lethal and nonlethal effects in support of the objectives of the campaign. Book excerpt: Since the advent of the airplane air warfare theorists, and arguably strategists, have often overstated or misrepresented the capabilities of air power. There is no doubt that air power has capabilities and advantages that far outweigh conventional naval and ground forces. The ability to strike at your enemy over great distances, with great accuracy and at speeds unattainable by conventional forces puts air power in a class all it's own. It has arguably redefined the definition of the center of mass. It can be inherently strategic in nature in that it often allows for an attack of the strategic or operational center of gravity without the confrontation of conventional naval and ground forces. But, however swift and lethal air power may be, it is not above operational art application. Applying airpower to achieve aims vice objectives is at best a means of attaining ambiguous results and is a misuse of the capability. Air power has had a long history of coercive attempts. Success, if achieved, is thus likely to be as much the product of accident and good fortune as of design and skill. The use of air power must have clear theater-strategic or operational objectives with quantifiable rates of progress and not immeasurable effects. This lack of understanding can lead to the belief that air power alone, with it's many advantages over land and naval forces, can defeat the enemy; an erroneous conclusion that can only result in the unnecessary loss of personnel, material and time.
