Book India s Public Distribution System

Download or read book India s Public Distribution System written by Rokkam Radhakrishna and published by World Bank Publications. This book was released on 1997 with total page 128 pages. Available in PDF, EPUB and Kindle. Book excerpt: World Bank Discussion Paper No. 380.Since reducing poverty is one of the major development challenges facing India, the country has introduced a wide range of economic reforms, including a direct anti-poverty program, the Public Distribution System (PDS). This quantity-rationing food subsidy program has contributed to the upward pressures on food prices and ensured access of food to urban consumers. Yet, the findings of this report suggests that the welfare gains of PDS in terms of income transfer were very meager and the impact on poverty and nutritional status minimal. This paper estimates the gains and costs of PDS, assesses the Indian government's recent moves towards a better targeted PDS, and considers various options for reform.

Book An Overview of the Public Distribution System

Download or read book An Overview of the Public Distribution System written by Tarumoy Chaudhuri and published by . This book was released on 2008 with total page 30 pages. Available in PDF, EPUB and Kindle. Book excerpt: Availability of food grains is a necessary but not passable condition to ensure food security to the poor. In addition to food availability, it is necessary that food accessibility is also ensured to the poor households. This can be done either by raising the level of incomes of these poor households or by providing them food grains at subsidized prices. Public Distribution System (PDS) is a way to ensure accessibility of food grains to these poor households. Public Distribution System (PDS) means distribution of essential commodities to a large number of people through a network of Fair Price Shops (FPS) on a recurring basis. In India, PDS evolved as a major instrument of the Government's economic policy for ensuring availability of foodgrains to the public at affordable prices as well as for enhancing the food security for the poor. It is an important constituent of the strategy for poverty eradication and is intended to serve as a safety net for the poor. PDS is operated under the joint responsibility of the Central and the State Governments. The Central Government has taken the responsibility for procurement, storage, transportation and bulk allocation of foodgrains, etc. The responsibility for distributing the same to the consumers through the network of Fair Price Shops (FPS) rests with the State Governments. The operational responsibilities including allocation within the State, identification of families below poverty line, issue of ration cards, supervision and monitoring the functioning of FPS rest with the State Governments. The present project will try to give an overview of the PDS system as it existed in the country. It would also look into the new system of Targeted Public Distribution System (TPDS) as has been introduced recently. The project would firstly outline the present poverty situation and the agricultural sector in India and then proceed to look at the effect of the PDS on the Indian economy as a whole. An effort will also be made to estimate the future benefits or losses that PDS might have on the Indian economy as a whole.

Download or read book Weakening Welfare written by Madhura Swaminathan and published by Leftword. This book was released on 2000 with total page 162 pages. Available in PDF, EPUB and Kindle. Book excerpt: Weakening Welfare is a powerful argument for expanding and strengthening the public distribution system (PDS) in a country where hunger, poverty and malnutrition are as endemic as in India. The reigning orthodoxy of structural adjustment, however, preaches exactly the opposite. This book is a sharp indictment of food policies of the liberalization era. It demonstrates how these policies will worsen food and nutrition security among the vast majority of the Indian people. Looking at the effects of targeting of food subsidies on other countries, it marshals arguments in favour of making PDS universal. There is little doubt that PDS, as it functions today, has failed by and large to provide nutritional support to the people and requires genuine reform. The exception is Kerala, the only state in India where PDS has been near universal. This book discusses alternative proposals for making PDS an effective measure of food security. Written in a lucid, non-technical style, the book presents a wealth of recent data that will be as handy for the expert as for the interested layperson.

Book Poverty Targeting in Asia

Download or read book Poverty Targeting in Asia written by John Weiss and published by Edward Elgar Publishing. This book was released on 2005 with total page 300 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book is a must read for researchers and students interested in poverty, poverty reduction, social welfare and development. It provides systematic and comparative studies on the design features, achievements and problems of targeting, set against specific national contexts. The economic focus of the analysis is balanced with sections on the political economy of targeting and management aspects (administrative systems and incentives). While the considerable variations between targeting mechanisms, schemes and contexts demonstrate the difficulties of blanket policy prescriptions, the book presents a fascinating conclusion. Rather than continuing the debate about universal versus targeted approaches, it proposes that a mixed approach might be best: the broad targeting of basic services such as primary education and health care combined with the narrow targeting of social protection schemes for the very poor. David Hulme, University of Manchester, UK Most governments attempt to target resources directly at the poor through a variety of measures including food and credit subsidies, job creation schemes and basic health and education projects. These measures are usually classified as being either promotional (to help raise welfare in the long term), or protectional (to support the poor in times of adverse shocks). However, for many Asian countries the reality of these poverty targeting measures has proved disappointing. Following a comprehensive overview by the editor, this book offers a detailed assessment of the results of directly channelling resources to the poor and extensively discusses the experience of five Asian countries India, Indonesia, the People s Republic of China, the Philippines and Thailand. The authors demonstrate how in many cases these targeting measures have failed due to their high cost and errors of both undercoverage (where many of the poor are excluded) and leakage (when many of the better-off also benefit from these schemes). The authors conclude that whilst poverty targeting remains a critically important objective, past targeting errors must not be forgotten and improved methods of both identifying and reaching the poor must be implemented. Written by leading experts in the field and including analysis of original country surveys, this seminal text documents clearly the operation and success of aid schemes in Asia. This book will make a worthy addition to the literature on development, poverty reduction, social welfare and Asian studies. It will also be an important source of reference for academics and students of economic development, aid practitioners, government officials and development NGOs.

Book Water Electricity and the Poor

Download or read book Water Electricity and the Poor written by Kristin Komives and published by World Bank Publications. This book was released on 2005 with total page 308 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book reviews the prevalence and variants of consumer subsidies found in the developing world and the effectiveness of these subsidies for the poor. It places consumer subsidies in a broader social protection framework and compares them with poverty-focused programmes in other sectors using a common metric. It concludes that the most common subsidy instruments perform poorly in comparison with most other transfer mechanisms. Alternative consumption and connection subsidy mechanisms show more promise, especially when combined with complementary non-price approaches to making utility services accessible and affordable to poor households. The many factors contributing to those outcomes are dissected, identifying those that can be controlled and used to improve performance.

Book Looking at Regulatory Mechanism of India s Public Distribution System Through Food Security Lens

Download or read book Looking at Regulatory Mechanism of India s Public Distribution System Through Food Security Lens written by Padmaja Kaja and published by . This book was released on 2017 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: India's largest food security programme i.e. Public Distribution System (PDS) is being governed and regulated by Public Distribution System (Control) order, 2001 which was subsequently amended in the years 2004 and 2015. In 2015 it transformed into Targeted Public Distribution System (Control) order. Providing legality to such a gigantic programme is intended for its effective implementation. Public Distribution System aims to provide food to the population below poverty line at highly subsidised prices. This Indian Government's prestigious programme involves a massive population, highest food subsidy bills to country's exchequer. This enforcement has a huge role in providing fair stake to food to every poor person in the country. This order has provisions for supply and distribution, price control and fair access to food grains. It resulted in availability of food grains to millions of poor people at an affordable price. However, there was a change in philosophy with respect to provisioning of food grains with the enactment of the National Food Security Act 2013, since before this Act the supply of food grains under PDS was treated as a welfare measure only. After this legislation, the beneficiaries secured a legal right to get the food at a fair price through the PDS. Presently in most of the states the PDS is being regulated by both TPDS (Control) Order, 2015 and National Food Security Act, 2013. However, it was criticised for its inefficient beneficiary identification like higher error of inclusion of ineligible beneficiaries and exclusion of eligible beneficiaries and leakages in the entire supply chain and quality of food grains. This paper examines different provisions of the regulatory mechanisms that are governing the PDS in food security angle. It relies on secondary research along with, focus group discussions with the stakeholders. It will be discussed in detail with case study of Indian state of Telangana. Section 3(1) of NFSA ensures five kilograms of food grains per person per month which definitely meet the carbohydrate requirement of the population. However, it may not ensure nutritional security because the poor are not entitled for the protein diet. It is statutory to cover up to 75% of rural population and 50% of urban population under NFSA. In the instances like war, flood, severe drought where the states are not in a position to supply food grains, this act has a provision to provide food subsidy allowance which indirectly ensures food security to the poor. Digitization of all the PDS beneficiaries, “Aadhaar” seeding, end to end computerization of PDS would reduce the leakages in the system which indirectly benefits the poor in accessing the right amount of food to which they are entitled to.

This book was released on 2017-04-27 with total page 583 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the United States, some populations suffer from far greater disparities in health than others. Those disparities are caused not only by fundamental differences in health status across segments of the population, but also because of inequities in factors that impact health status, so-called determinants of health. Only part of an individual's health status depends on his or her behavior and choice; community-wide problems like poverty, unemployment, poor education, inadequate housing, poor public transportation, interpersonal violence, and decaying neighborhoods also contribute to health inequities, as well as the historic and ongoing interplay of structures, policies, and norms that shape lives. When these factors are not optimal in a community, it does not mean they are intractable: such inequities can be mitigated by social policies that can shape health in powerful ways. Communities in Action: Pathways to Health Equity seeks to delineate the causes of and the solutions to health inequities in the United States. This report focuses on what communities can do to promote health equity, what actions are needed by the many and varied stakeholders that are part of communities or support them, as well as the root causes and structural barriers that need to be overcome.
