Book excerpt: Many online platforms adopt the ad-sponsored business model, which involves offering free services to consumers while collecting their data and selling targeted advertising space to advertisers. However, collecting consumer data has raised growing privacy concerns, which may affect consumers' homing behavior, i.e., using one platform (i.e., single homing) or multiple platforms (multihoming). This study develops a game-theoretic model to examine how consumer privacy concerns affect platform competition on the advertiser side by focusing on advertising prices, advertiser demand, and platform profits. Our model allows both consumers and advertisers to choose single homing or multihoming endogenously. Our results show that growing privacy concerns can allow platforms to increase their prices because higher privacy concerns can lead to more single homing consumers, who are of higher value to advertisers. Furthermore, we find that the impact of privacy concerns on advertiser demand and platform profits depends on the substitutability of platforms' targeting capabilities. Surprisingly, even when higher privacy concerns lead to fewer single homing consumers, platforms can attract more advertiser demand and achieve higher profits if they offer highly differentiated targeting options. Finally, we consider the case where platforms use exclusive contracts to lock in advertisers. Counter to the intuition that exclusive contracts tend to favor large platforms, we show that small platforms with lower targeting capability are more likely to benefit. We discuss relevant managerial and theoretical implications.

Book excerpt: Privacy and Consumer Empowerment in Online Advertising provides an overview of the different issues that are in play in consumer privacy and in empowering consumers with rights to manage the privacy of their data. The authors review the existing knowledge on this topic and discuss implications for consumers, for advertisers, and for ad serving platforms that enable advertisers to reach consumers. The introductory section provides an outline and briefly reviews the key ideas. Section 2 discusses the key aspects of the GDPR, the CCPA and the CPRA. Since the implementation of the GDPR in May 2018, some early empirical evidence has emerged of its impact and this is examined in Section 3. The authors review the privacy and economic frameworks in Section 4. Section 5 discusses the theoretical work in this area enhances our understanding of the impact of privacy regulation on consumers and on online advertising. Section 6 examines how consumers are presented with privacy notices and their (in)ability to make privacy choices due to a variety of factors. Section 7 reviews how firms attach value to consumers' data. In light of the passing of privacy regulation, firms have been attempting to develop methods for privacy-preserving targeted advertising. In Section 8, we discuss some of these attempts such as FLoC and TURTLEDOVE, which aim to target consumers based on their interests and/or their website visit history, but without compromising their privacy. Finally, Section 9 concludes with a discussion. An overall summary is that privacy concerns have been heightened in the past two decades and this has led to the passing of privacy regulations addressing data security and privacy rights. After these regulations, a significant minority of consumers have chosen to not provide consent for their data to be collected, used and shared. However, most consumers still do not properly understand the key implications of privacy policies of firms, and more efforts are needed in that regard. Also, technologies are being developed for privacy-preserving user targeting. Finally, regarding firms, data frictions caused by privacy regulations have, in turn, caused negative consequences for small advertisers, publishers and service providers. The authors provide some directions for future work that may be valuable to move thinking forward on this increasingly important topic.

Book excerpt: Targeted advertising can benefit consumers through lower prices for access to websites, Yet, if consumers dislike that websites collect their personal information, their welfare may go down. We study competition for consumers between websites that can show targeted advertisements. We find that more targeting increases competition and reduces the websites' profits, but in equilibrium websites choose maximum targeting because they cannot credibly commit to low targeting. A privacy protection policy can be beneficial for both consumers and websites. If consumers are heterogeneous in their concerns for privacy, a policy that allows choice between two levels of privacy will be better. Optimal privacy protection takes into account that the more intense competition on the high-targeting market segment also benefits consumers on the less competitive segment. Consumer surplus is maximised by allowing them a choice between a high-targeting regime and a low-targeting regime which provides more privacy.

Scholars and managers have repeatedly stated the benefits of personalization which is targeting products and services to individual customers, and constitutes a key element of an interactive marketing strategy. In order to accurately estimate the needs and wants of customers, it is necessary to gather a significant amount of information. Privacy concerns may arise when personal information about customers is gathered. If this arises, personalization can backfire by making clients reluctant to use the service or - even worse - developing a negative attitude towards the company. A recent survey by Opera Software (2011) found that Americans fear online privacy violations more than job losses or declaring personal bankruptcy. This had induced politicians to introduce regulations and laws that address online privacy that safeguards consumers against online monitoring, and intrusion into confidential user information. However, privacy online remains a complicated issue for both, managers and politicians for new personalization technology emerges at a much faster pace than political regulations and guidelines. This is the first study that establishes a link between different types of data collection, data usage, and concerns for information privacy. It also analyses the impact of privacy concerns on value, risk and usability perception of personalization, and the users’ willingness to transact with the website. Further, it develops a conceptual framework, and tests it by collecting responses to a questionnaire from an online-crowdsourcing sample of Amazon Mechanical Turk.

The impact of such targeting methods on consumer buying behavior, however, is contentious, as data privacy concerns on behalf of the consumers threaten to impair the effectiveness of targeted advertisements. Against this background, this thesis investigates how targeted advertising methods affect online buying behavior in the B2C segment. In this context, the thesis particularly examines technical targeting methods, as the comprehensive review of literature and prior research revealed a research gap in this field. To answer the research question and test the associated hypotheses, the thesis resorted to an online survey, encompassing two questionnaires distributed to German- and English-speaking sample groups. The quantitative data obtained through this online survey was subsequently analyzed using statistical methods such as descriptive statistics, group statistics, correlations, and T-Tests. Eventually, the findings gained from this procedure enabled the derivation of theoretical contributions to the field of strategic marketing and practical recommendations for B2C companies. Targeted advertising has evolved into a significant part of the global advertising ecosystem, making it feasible to target consumers based on an analysis of data gathered online. The appeal of targeted advertising is anchored in the ability to provide consumers with a tailor-made advertising experience. According to German economist Bernd W. Wirtz, targeted advertising methods are essential elements in the targeting process, as these methods enhance the effectiveness and efficiency by which target consumers can be addressed. Consequently, Wirtz identifies the selection of appropriate targeting methods to be critical to the communication success of companies. A study conducted by IHS Markit validates the claim of Wirtz that targeted advertising methods have a positive impact on advertising effectiveness, indicating that specific targeting methods achieve click-through rates [CTR] that are up to 5.3 times higher than the CTR of non-targeted advertising formats. In light of the elevated propensity of consumers to click on a targeted advertisement, Michael Bailey and Ayman Farahat argue that targeting reduces the cost-per-click [CPC] of an advertising campaign.

Even though this practice - known as extit{targeted advertising} - brings economic benefits to advertising companies, it raises serious concerns about potential abuses of users' sensitive data. While such privacy violations, if performed by trackers, are subject to be regulated by laws and audited by privacy watchdogs, the consequences of data leakage from these trackers to other entities are much more difficult to detect and control. Protecting user privacy is not easy since preventing tracking undermines the benefits of targeted advertising and consequently impedes the growth of free content and services on the Internet, which are mainly fostered by advertising revenue. While short-term measures, such as detecting and fixing privacy leakages in current systems, are necessary, there needs to be a long-term approach, such as privacy-by-design ad model, to protect user privacy by prevention rather than cure. In the first part of this thesis, we study several vulnerabilities in current advertising systems that leak user data from advertising companies to external entities. First, since targeted ads are personalized to each user, we present an attack exploiting these ads on the fly to infer user private information that have been used to select ads. Second, we investigate common ad exchange protocols, which allow companies to cooperate in serving ads to users, and show that advertising companies are leaking user private information, such as web browsing history, to multiple parties participating in the protocols. These web browsing histories are given to these entities at surprisingly low prices, reflecting the fact that user privacy is extremely underestimated by the advertising industry.In the second part of the thesis, we propose a privacy-by-design targeted advertising model which allows personalizing ads to users without the necessity of tracking. This model is specifically aimed for the two newly emerging ad technologies - retargeting advertising and ad exchange. We show that this model provides strong protection for user privacy while still ensuring ad targeting performance and being practically deployable.
