Book excerpt: Redundant data from independent over-the-horizon radar systems can increase track accuracy by providing more independent "looks" at the target With proper geometry, complementary radar systems can aid in resolving uncertainties in the coordinate registration through the various ionospheric modes. Systematic positional differences between tracks from the separate radars can be used to improve the destination of ionospheric heights. In operational systems, targets are tracked by multiple over-the-horizon radars in overlapping coverage areas. In this paper, we consider the case of two over-the-horizon radars. The main algorithm is designed to hand-off range bias errors from one radar's ionospheric mode to a second radar. It is expected that the resultant algorithm development based on the work described in this paper will improve track positional accuracy by more than 50%.

Book excerpt: NRL's Madre research radar has been used for 11 years in a long-term investigation of the applicability of high-frequency ionospheric radar for detecting and tracking over-the-horizon aircraft and launch-phase rocket vehicles. Associated with this investigation is a concurrent and complementary study of the ionosphere as a propagating medium and of the earth as a scatterer for decameter electromagnetic waves. An ionospheric ray-tracing program has been developed to perform a propagation analysis which uses ionosonde data from stations located along the transmission path to describe a family of propagation rays between the radar site and a selected target region. This program permits ground-backscatter profiles to be synthesized and compared with observed ground- backscatter data and allows the adjustment of such parameters as the angular dependence of the earth's scattering coefficient and nondeviative absorption of the electromagnetic energy in the ionosphere, to achieve a fit to the observed data. The resultant propagation model is used to predict the behavior of a launch-phase missile's signature as detected by an over-the-horizon radar under appropriate propagation conditions.

While several dedicated facilities for space surveillance are in operation around the world, Australia s Over-The-Horizon Radar (OTHR) network has some potential for this role. The OTHR operates in the HF band and is constrained by the propagation effects of the ionosphere. A spherically stratified ionospheric model and a model for a nominal OTHR antenna are developed that allow calculation of path propagation, power distribution, and clutter returns. A software-based radar receiver processing system is modeled to determine detection probabilities and the minimum detectable radar cross-section of targets in typical low earth orbit (LEO) trajectories. The high clutter power levels, coupled with long target ranges and high velocities, mean that range-Doppler tradeoffs have a great impact on the resulting detection capabilities. While the system as modeled has the potential to provide some coverage for LEO targets, operational constraints mean the necessary conditions for detection of space targets would rarely be met while the system is involved in traditional OTHR tasking. Further, the long wavelengths and large antenna beams mean the accuracy of any positioning information is low. Book excerpt: Relocatable Over-the-Horizon Radar (ROTHR) is a long range, bi-static, high frequency radar surveillance system tasked with tracking air targets over large land and ocean areas. The long ranges, together with the relatively low altitudes of the targets, require that the radar look beyond the line-of-sight, in other words, over-the-horizon (OTH). This is accomplished by refracting the signal off the ionosphere to points beyond the horizon. In order to quantify the performance of the data fusion of multiple OTH radar tracks, several Measures of Effectiveness (MOEs) have been developed that correspond to the unique technical challenges facing a single OTH radar tracking system. This paper describes appropriate MOEs arising from OTH technical issues relating to ionospheric mode identification, crossing targets, and low Doppler targets. These MOEs were chosen to be sensitive to the performance that would be expected by fusing data from two OTH radar systems having overlapping coverage.
