This paper reviews Tanzania's growth performance and prospects and assesses the impact of growth on poverty. It finds that growth has been increasingly driven by higher factor productivity and that a continuation of recent policies should allow Tanzania to grow above 5 percent a year over the medium term. Furthermore, it finds that growth since 1995 has resulted in a significant decline of poverty and that prospects are favorable for Tanzania to attain its objectives for reducing income poverty by 2015.

As growth in government spending slows, the locomotive for growth will need to shift to increased demand for exports and domestically produced goods, requiring Tanzania to strengthen substantially its international competitiveness, accelerate structural change, and safeguard the environment while maintaining macroeconomic stability. For Tanzania's poor to be able to participate and benefit from important growth, a greater focus on rural development, improved governance of the management of Tanzania's natural resources, and better targeting of social services to the poor is suggested. Successful design and implementation of a shared growth strategy will also require a strengthening of policy management and coordination in Tanzania to ensure that scarce human and financial resources are effectively deployed.

The study assesses Tanzania's current development status against the country's ambition, since independence, to rid the nation of three archenemies: poverty, ignorance, and disease. Structural transformation has been extremely limited, with agriculture still dominating the economy, a non-diversified economy that hampers flexibility to withstand shock occurrences. Nonetheless, the country intensified macroeconomic policy reforms, significantly stabilizing the economy, with falling inflation levels, climbing foreign exchange reserves, and an overall fiscal balance. But the main factors identified behind the slow development progress, are primarily inadequate capital accumulation, and productivity growth; poor support for the transformation of agriculture; disrupted progress in building human capital; and, delayed demographic transition. However, the steady progress in reorienting its economy to a market-based operation, is creating space for exploiting the large potential of private sector initiative. It is emphasized that growth will only be sustainable, if firmly rooted in exploiting the domestic resource base, international competitiveness, and an aggressive pursuit of new export opportunities. -- Publisher description.

Book excerpt: Tanzania is a politically stable, much aided country that has consistently grown economically during the first decade of the millennium, while also improving its human development indicators. However, poverty has remained persistent, particularly within rural areas. This collaborative work delves into the reasons why this is so and what can be done to improve the record. The book is the product of both Tanzanian and international poverty experts, based on largely qualitative research undertaken within Tanzania by the Chronic Poverty Research Centre (CPRC). The authors highlight and discuss the importance of macro- and micro-level causes of the persistence of poverty. The latter, on which the book is focused, centre around a negative dynamic affecting a large number of poor households in which widespread failure to provide household food security undermines gender relationships and reduces the possibility of saving and asset accumulation which is necessary for escaping poverty. This results in very low upward mobility. Vulnerability is widespread and resilience against shocks minimal, even for those who are not absolutely poor. Through an in-depth and broad analysis of poverty in Tanzania, the book provides alternative conclusions to those often repeated in the poverty discourse in international and local arenas. The conclusions were reached with the specific aim of informing political and policy debates within Tanzania.

Book excerpt: Although Tanzania experienced relatively rapid growth in per capita GDP in the 1995-2001 period, household budget survey (HBS) data show only a modest and statistically insignificant decline in poverty between 1992 and 2001. To assess the likely trajectory of poverty rates over the course of the period, changes in poverty are simulated using unit-record HBS data and national accounts growth rates under varying assumptions for growth rates and inequality changes. To this end the projection approach of Datt and Walker (2002) is used along with an extension that is better suited to taking into account distributional changes observed between the two household surveys. The simulations suggest that following increases in poverty during the economic slowdown of the early 1990s, recent growth in Tanzania has brought a decline in poverty, particularly in urban areas. Unless recent growth is sustained, the country will not meet its 2015 Millennium Development Goal (MDG). Poverty reduction is on track in urban areas, but reaching the MDG target for bringing down poverty in rural areas, where most Tanzanians live, requires sustaining high growth in rural output per capita.

Book excerpt: Poverty is a historical development curse in Tanzania, which has incited extensive institutional reforms and policy changes and received numerous analyses in development research literature. Paradoxically, taking actions to study and alleviate poverty have increased with its continuing severity. A substantial body of research on poverty in the country suggests that, the vast majority of these studies focus on the content rather than the context of poverty alleviation processes. Specifically, the focus has been on: ideas, interests and struggles for resources between political leaders and bureaucrats believed to be taking place at the expense of the poor; ill-informed and unrealistic development policies and strategies; anti-development behaviour and tendencies of the peasants and their alleged conservatism and resistance to modernity, and weak incentive structures of the economy. There is little focus on the character and dynamics of the (historical) institutional context in which these economic conditions, struggles and policy initiatives emerge and take place. Motivated by the disappointing results of anti-poverty initiatives and weaknesses of previous studies, this study uses historical institutional impact analysis guided by institutionalist theory to analyse the problem. The central argument is that the existence and functioning character of institutions are necessary conditions for any human development activity. So, acceptance of the crucial importance of historically oriented institutional context analysis in understanding poverty alleviation initiatives and outcomes is imperative. The study draws on primary and secondary data collected through documentary review and interview methods to explain the ways in which institutional reforms result in an institutional order tolerant of poverty and which create conditions that perpetuate it. It does this by exploring the mode of historical institutional development and by examining the functioning character of the institutional order in respect of poverty alleviation. The study argues that achieving success in poverty alleviation related reforms is dependent on proper understanding of institutional realities of Tanzanian society and the functioning character of the existing institutional order. It proposes a reform process in which institutional legacies and their impact on society become the focus of the reform process itself. The findings indicate that, while reforms and policy changes have taken place and new patterns of behaviour introduced, the logics of institutions central to development and poverty alleviation have not, been fundamentally altered and new patterns of behaviour have simply perpetuated it. Specifically, the findings suggest: first, that institutional reforms pursued by the government are inadequate due to misconception of institutional problems of Tanzanian society; second, that the reforms have created new conditions which perpetuate poverty; and, third, that fundamental character of the functioning of the Tanzanian institutional order will need to change before such anti-poverty measures can hope to succeed. Thus, the study offers a correction to ill-informed poverty analysis by providing an alternative account of the root cause of poverty while insisting that a better understanding of the failure of poverty alleviation requires a strong focus on the historical institutional realties of the country.
