Book excerpt: Labouring to Learn examines academic mobility pathways among ethnic minority Tamil youths in public secondary schools and vocational institutions in Singapore. This book qualitatively examines the interactive effects of race and class on the educational performance of these youths through the lens of social capital. Despite their numerical majoritarian position within the Indian population in Singapore, the foreclosed access for Tamils to diverse class networks within the ethnic community as well as limited inter-ethnic interactions has historically truncated the means to resources and opportunities for social mobility. In schools, the narratives shared by Tamil boys and girls from the lower academic streams and economically disadvantaged backgrounds reveal that they typically experience exclusion on account of racial, economic and academic marginalisation in their everyday lives. Turning to bonding ties among peers and family members provides social support resources that offer some respite from marginalisation. On the flipside, articulations of resistance ensue among Tamil youths that tangibly take time away from learning, and run the danger of strengthening the cultural deficit rhetoric for mainstream society to explain the poor academic performance among ethnic minorities. This account of educational marginalisation amongst Singaporean Tamil youths contributes towards understanding social inequality in a non-liberal multicultural context where marginalisation is differentially experienced across ethnic minority groups and traced to broader socio-historical contexts of migration, assimilation and minority–majority relations. Furthermore, it also articulates the utility of a social capital framework in historically revealing how educational inequality emerged and continues to be sustained in a postcolonial context.

Book excerpt: Focusing on Singapore’s education system from an equity perspective, Chiong’s book describes the often unheard perspectives of socio-economically disadvantaged families in Singapore. The performance of Singaporean students on international education benchmarking tests has been widely recognised. Relatively less known is how socio-economically disadvantaged families negotiate Singapore’s highly competitive, stratifying and meritocratic system. Yet, families’ perspectives can provide crucial insight in understanding how policy is ‘lived’ and experienced, and its effects on people’s lives. Drawing on 72 interviews with 12 families, this book traces the development of surprisingly close, collaborative relations between the state, schools and families on Singapore’s socio-economic margins. It demonstrates that in the 'strong' state of Singapore, families’ dependency on schools and the state facilitates the internalisation of individual and familial responsibility for future success. However, these very processes can injure, and perpetuate inequality. The analysis presented in this book has relevance in other contexts, in times where advanced capitalist states face growing inequalities and challenging relationships between institutional authority and the wider populace. As socio-economic and educational inequalities widen, this book asks timely questions and provides recommendations on what a more equitable state-citizen compact might look like. The book will appeal to researchers and students who are interested in the fields of the sociology and politics of education, social policy, and Asian culture and society.

Book excerpt: In response to the explosion of the Fukushima Daiichi power plant in March 2011, this book examines how the concept of a risk society was handled in the various education programs implemented in post-disaster Fukushima. The explosion and subsequent radiation contamination that affected the biosphere of the Fukushima region and beyond, revealed that we live in a risk society. Despite this revelation, official discourses in Fukushima have been geared strictly toward the future, with the aim of restoring communities and resuming development projects. Based on the ethnographic data the author collected in Fukushima between 2013 and 2016, various contested emotions emerged in those education spaces as students and teachers remembered their romanticized and difficult past and dealt with the challenges presented by the risk society in their present lives. The emotionally-charged interactions between past and present also shaped their vision of their future community and of the actions they might take. The dialogues and actions that took places in these education spaces encourage readers to examine the meaning of development and question the basic assumptions and methods of education as society shifts to a risk society. A valuable resource for scholars and students in the fields of globalization and education, curriculum studies, sociology of education, and Japanese studies.

Based on an interdisciplinary study involving contemporary theories from political and social sciences, economics, and the socio-economics of education, the book explores the unique ways in which Bangladeshi higher education has evolved over the past four decades, and the complex politics behind its privatisation. Through an empirically based account of how neoliberalism has worked its way through the higher education sector in the fastest growing economy in the South Asian context, it discusses how changes have been characterised by policy reforms, massification, and a sustained friction between control and autonomy in the university sector. The authors take a nuanced approach to their geo-political and onto-epistemological positionalities as diasporic and hybridised scholars by rejecting epistemological exclusion inherent in the colonial present and research conducted in such contexts. This position allows the reinforcement of a colonial present, theorising from within Global South decolonial and postcolonial research literature. This book contributes to discourses of ‘globalisation from above’ and ‘globalisation from below’ and sheds light on the often-idiosyncratic ways in which higher education reform has unfolded in South Asia. Meritocracy poses a paradox: On one hand, it integrates individuals through frameworks of equal treatment, equal justice and opportunity regardless of race, language or religion. On the other hand, individuals are then segregating through academic sorting, they are rewarded based on credentials and performance which also results in elite identification and bonding. After a generation, without mitigation action, social stratification can result. Distinctive circles differentiating social elites from non-elites, the professional classes from non-professional classes emerge. The remedy the authors propose is network diversity which is the organic forming of ties across class and other social boundaries built on deliberate policies, programmes and platforms designed to facilitate that. This social mixing, forged in social infrastructure such as schools, workplaces, and voluntary associations pays off by producing the collective goods of national identity and trust. This hypothesis has been tested in the case of Singapore society and the empirical results from the research on the power of network diversity and bridging social capital are found in this volume. Malaysia in the World Economy examines this theme with regards to Malaysia in the period between 1824 and 2011. Capitalism was first introduced into Malaysia through colonialism specifically to supply Britain with much-needed raw materials for its industrial development. Aside from economic exploitation, colonial rule had also produced a highly unequal and socially distant multicultural society, whose multifaceted divisions kept the colonial rulers in supreme authority. After independence, Britain ensured that Malaysia became a staunch western ally by structuring in a capitalist system specifically helmed by western-educated elites through what appeared to be “formal” democratic institutions. In such a system, the Malaysian ruling elites have been able to “manage” the country’s democratic processes to its advantage as well as preempt or suppress serious internal challenges to its power, often in the name of national stability. As a result, an increasingly unpopular National Front political coalition has remained in power in the country since 1957. Meanwhile, Malaysia’s marginal position in the world economy, which has maintained its economic subordination to the developed countries of the west and Japan, has reproduced the internal social inequities inherited from colonial rule and channeled the largest returns of economic growths into the hands of the country’s foreign investors as well as local elites associated with the ruling machinery. Over the years however, the state has lost some of its political legitimacy in the face of widening social disparities, increased ethnic polarization, and prevalent corruption. This has been made possible by extensive exposures of these issues via new social media and communications technology. Hence, informational globalization may have begun to empower Malaysians in a new struggle for political reform, thereby reconfiguring the balance of power between the state and civil society. Unlike other past research, Malaysia in the World Economy combines both macro- and micro-theoretical approaches in critically analyzing the relationship between capitalist development and democratization in Malaysia within a comparative-historical and world-systemic context.
