Book excerpt: The current IMS has survived for over forty years, underpinning strong growth in GDP and in the international exchange of goods and capital, one of its core objectives. As a result, interdependence among the world’s economies has grown dramatically, making the existence of a sound system ever more important. At the same time, the system has exhibited many symptoms of instability—frequent crises, persistent current account imbalances and exchange rate misalignments, volatile capital flows and currencies, and unprecedentedly large reserve accumulation. These symptoms have come to a head since the 2008 crisis and brought renewed international momentum to the idea of attempting to reform the IMS. Yet the debate so far suggests little consensus on the underlying problems, let alone on the solutions. This paper identifies four root causes to these problems: inadequate global adjustment mechanisms to prevent inconsistent or imprudent policies among systemic countries; lack a comprehensive oversight framework for growing cross-border capital flows, covering both source and recipient countries; inadequate systemic liquidity provision mechanisms; and structural challenges in the supply of safe assets.

Under the floating regime, Chile’s economic adjustment to external shocks appears significantly improved, and its exchange rate pass-through has substantially declined. Our results reinforce the case that moving to a clear and credible floating regime can be associated with a reduction in the fear of floating via economic transformation (like smaller balance sheet mismatches, a larger hedging market, and a lower exchange rate pass-through).

The very richness of our thinking about crime, however, leads to questions about the relative merits of these competing paradigms. Their challenge is to assess the empirical status of their theory and to map out future directions for theoretical development. The volume begins with an assessment of three perspectives that have long been at the core of criminology: social learning theory, control theory, and strain theory. Book excerpt: IFPRI commissioned this study to assess how the country programs (CPs) are performing—which approaches and methods are producing the best outcomes across countries and over time—to identify factors that promote or impede their progress and lessons for making them more impactful in the future. The study has two major components. The first is a survey and analysis of the factors that CP leaders perceived to have most helped them influence host-country policies. We interviewed all current and most past CP leaders, which enabled us to compile evidence from recent CP experiences as well as from the 1980s and 1990s. We focused on the lessons they drew from their past successes that shed light on how to make their other activities successful. We did not undertake similar interviews on failed efforts because it is much harder to elicit such information from CP leaders. Additional insights about unsuccessful activities are, however, captured in the second component of the study, a commissioned external evaluation of the performance of a sample of ongoing country programs. Ideally, the external evaluation would have included CPs in both Africa and Asia, but this was not possible with the available budget. We therefore settled for an evaluation of CPs in Africa south of the Sahara. Doing so had two advantages: (1) the African CPs are more homogenous in terms of their objectives, structure, and internal IFPRI management, making comparisons among them more insightful; and (2) the budget was sufficient to both include all the African CPs in some of the analyses and allow the external evaluator to visit three of them.

Ten years ago, the practical collaboration was begun of bringing together people who belonged to the complementary streams of economic analysis and policy analysis presented int his book. During this time, we opened discussions on the relationship between transportation technology, transportation economics and transportation policy under the general auspices of the Canadian Royal Commission on National Passenger Transportation. Working over a 40-month period (1989-1992), this Commission took stock of transportation and produced an up-to-date `État de la question' and policy framework (Hyndman, et al, 1992). Clearly, the project committee's discussions on air policy, over the period 1995-1997 (see Chapter 8), outlined the possibilities for a mechanism to understand the differences about the desirability of air liberalisation, as well as the possible TEP interactions in this area. This led to an exploratory first formulation and computer programme (HLB, 1997) incorporating the approach outlined in Chapter 15. A joint celebration of the CRT's 25th birthday and Transport Canada's 60th birthday seemed appropriate to bring together the various streams. Part I of Taking Stock of Air Liberalization looks at the record, and Part II focuses on specific impacts of policies. Policy formulation (Part III) and the required tools (Part IV - Modelling Demand) are also discussed in this context. The book ends with perspectives in Part V - The Future Market Structure and Public Policy. The competition among airlines is rapidly spreading to the competition among airports, and the difficult regulation of these strategic spatial monopolies (which is introduced in Chapter 13) is now attracting research activity. The next discussion in the airline industry will be the role of airports.

Strong GDP growth during the commodity boom period led to important gains in employment and a fall in the unemployment rate as labor demand outpaced an increasing labor supply. We emphasize the role of informality in the dynamics of labor markets in Latin America. A re-examination of Okun’s law shows that informality dampens changes in unemployment accompanying output fluctuations. Moreover, we present some evidence that countries with higher redundancy costs and cumbersome dismissal regulations, exhibit “excess” informality over and above what would be expected based on their income and educational levels. Labor market reforms could thus contribute to reducing informality and increasing the responsiveness of labor markets to output growth. However, looking at selected case studies of reforms using the synthetic control method, we find mixed results in terms of labor market outcomes.
