Book excerpt: This report examines Taiwan's national security decisionmaking structure and process and the primary factors guiding its defense strategy, force structure, and military procurement decisions. It attempts to explain the motives and interests determining Taiwan's national security policy and defense plans and its decisions to acquire major weapons and related support systems from foreign sources, including the United States. The author has determined that Taiwan's national security policy process is poorly coordinated, both within the top levels of the senior leadership and between the civilian and military elite. As a result, Taiwan lacks a strategy that can integrate and guide its foreign and defense policies. He also concludes that Taiwan's defense policy and procurement decisionmaking process are significantly influenced by a variety of non-military criteria that complicate efforts to ascertain the motives and objectives of Taiwan's requests for U.S. arms and call into question Taiwan's ability to effectively absorb such arms. He recommends that the United States continue to acquire more and better information about Taiwan's strengths and weaknesses in these areas and especially to more accurately assess Taiwan's requests for military sales from the United States. He also recommends that the United States (1) avoid providing arms and assistance to Taiwan in ways that provoke greater tension with China without appreciably improving Taiwan's defense capabilities, (2) continue to strengthen contacts with the ROC military but avoid interacting with the Taiwan armed forces in a way that suggests the establishment of joint U.S.-Taiwan operational capabilities, and (3) develop and maintain close contacts with Taiwan's key decisionmakers.

Its leaders have created a government based on popular sovereignty rather than Chinese nationalism; adopted pragmatic and creative approaches to expanding its international presence, and sought to make itself safe from attack or coercion by Mainland China through acquiring modern weapons, building a more efficient military, and developing closer military and political ties with the United States. China, in turn, has adopted a complex strategy of pressures and enticements to arrest Taiwan_s moves toward greater independence. The United States and Japan also wield substantial influence over Taiwan_s foreign and defense policies, but U.S. influence is clearly the dominant influence on Taiwan_s decisions about theater ballistic missile defenses-providing information and advice that will strongly shape the course of Taiwan_s planning, procurement, and deployment. The authors conclude that the United States should continue to maintain a public allegiance to the One China concept, combined with a posture of public ambiguity regarding the level of the U.S. defense commitment. Privately, the United States should make it clear to Beijing that it will respond militarily to a Chinese attack on Taiwan, and should state to Taipei that it will prevent a unilateral attempt to gain independence.

Book excerpt: The findings of this study on the foreign and defense policies of Taiwan can be divided into three sections: (1) overall assessment; (2) influences; and (3) future trajectories and implications for U.S. policy. Overall Assessment Taiwan's foreign and defense policies are principally focused on maintaining the security and prosperity of the territory of Taiwan and its 23 million inhabitants, in the context of a precarious and rapidly changing domestic and external environment. This environment is marked by three major features: ̂The large and growing political and military threat to Taiwan's security posed by an increasingly capable Mainland Chinese regime, complicated by Taiwan's growing economic ties with the Mainland and a variety of strong ethnic and cultural connections. ̂The relatively weak level of political and military assistance provided to Taiwan by foreign powers, combined with Taiwan's growing economic, social, and cultural involvement in the Asia-Pacific and beyond. ̂A highly fluid domestic political and social situation, arising primarily from the ongoing democratization of Taiwan's political process, generational turnover within its society, and the growing prosperity of Taiwan's populace. The above three basic features of Taiwan's security environment have produced a specific set of broad national security objectives and related foreign and defense policies. The Republic of China (RCC) government has five core national security objectives: ̂To maintain domestic support as an open and democratic polity representing the interests and aspirations of the majority of the Taiwan population. ̂To sustain popular confidence in the ability of the government to protect Taiwan's physical security and to ensure Taiwan's continued prosperity in the face of a growing Chinese threat.
