Although each incident was relatively brief, their consequences loom large. Based on analyses of newly available documents from Beijing, Taipei, and Washington, Pang Yang Huei challenges conventional wisdom that claims Sino-US misperceptions of each other’s strategic concerns were critical in the 1950s. He underscores the fact that Washington, Taipei, and Beijing were actually aware of one another’s strategic intentions during the crises. He also demonstrates conclusively that both “crises” can be understood as a transformation from tacit communication to tacit accommodation. An important contribution of this study is a better understanding of the role of ritual, symbols, and gestures in international relations. While it is true that these two crises resulted in a stalemate, the fact that all parties were able to cultivate talks and negotiations brought relations, especially between the US and China, to a new and more stable level. Simply averting the threat of war was a major achievement. Then, the middle 28 chapters each address one country/culture. Each chapter starts with a school scenario in the US. Part 2 of each chapter includes evidence?based demographic and background data on the country, including historical events that may have an impact on our students and their families. Part 3 includes a look at education, schooling, and culture, including famous people, contributions to the world, personal characteristics, important religious information, focal customs, and other aspects that are important to cultural insiders. Part 4 is about language and literacy traditions and how they relate to the culture, a number of words that teachers can learn (e.g., yes, no, thank you, please, hello), how the language is different from and similar to English, and what those differences and similarities might mean for English language learners from that culture. Part 5 comprises advice, resources, and ideas for teachers (for example, if it is an oral culture, the teacher might consider working with students on oral storytelling before transitioning to written stories, or incorporate both using technology). Each chapter also contains recommended readings and resources and short exercises that extend the chapter information. The final chapter presents parting notes for teachers and additional suggestions for addressing diversity.

Book excerpt: Hong Kong has an urbanisation history of an interesting course -- from fishing village of the Qing dynasty under the Manchu rule, to British colony with 98 per cent of its population being Chinese, to global city with great wealth and business activities, to Communist China's Special Administrative Region (SAR) from 1 July 1997. China resumed sovereignty over Hong Kong and granted Hong Kong the right to self-government for at least 50 years, except over diplomatic and defense matters. Long before the return of Hong Kong to China, the colony had already firmly established itself as a regional business centre. It had been at the forefront of the East Asian economic 'miracle' between the 1970s and the mid 1990s. Lightened by multi-coloured neon signs of commercial advertisements, the semi-westernised Chinese city is more attractive in night than in daytime. Hong Kong is full of contrasts and paradoxes. The wide variety of the city's contrasting and yet fluid and interesting social and cultural images, aptly has been described as, 'east and west', local and colonial, modern and traditional, extravagant and frugal -- has earned it the epithet 'a cultural kaleidoscope'. The author explores these contrasts and paradoxes not only from economic, cultural, and social perspectives, but also from perspectives of non-linear theory and Adam Smith's and Confucian philosophies -- an endeavour which no other author has systematically made before.

The U.S. experience in Afghanistan and Iraq extended this trend to national security and military operations. There is also a growing recognition by the national security community that culture is an important factor at the policy and strategy levels. Cultural proficiency at the policy and strategy levels means the ability to consider history, values, ideology, politics, religion, and other cultural dimensions and assess their potential effect on policy and strategy. The Analytical Cultural Framework for Strategy and Policy (ACFSP) is one systematic and analytical approach to the vital task of viewing the world through many lenses. The ACFSP identifies basic cultural dimensions that seem to be of fundamental importance in determining such behavior and thus are of importance in policy and strategy formulation and outcomes. These dimensions are (1) Identity, or the basis for defining identity and its linkage to interests; (2) Political Culture, or the structure of power and decisionmaking; and (3) Resilience, or the capacity or ability to resist, adapt or succumb to external forces. Identity is the most important, because it ultimately determines purpose, values and interests that form the foundation for policy and strategy to attain or preserve those interests.
