Book excerpt: Force protection is the fourth element of combat power. Along with maneuver, firepower, and leadership, the effective application of force protection enables a commander to apply his unit's full measure of combat capability. Force protection includes many elements to include operation security (OPSEC), tactical survivability, fratricide prevention and safety. Safety is the largest element of force protection, and it overlaps many of the other elements. Yet, during conflicts in this century, more American fighting men and women have been lost to nonbattle injuries and deaths than to enemy action. Obviously, if the force is protected by fewer accidents, more combat power can be brought on the enemy. In other words, force protection (safety) protects us from ourselves. In the spring of 1993, the United States Army Safety Center (USASC) and the National Training Center (NTC) assessed a brigade task force in force protection-related issues. Tactics, techniques, and procedures (TTP) used during the trainup for, and subsequent, NTC rotation resulted in a significantly reduced accident casualty rate. Not only did the units reduce nonbattle losses, their tactical performance was good also.

There is a recognition that Force Protection is not a Security Police operation; but is a Security Force oDeration. This exemplifies a mindset change and a movement away from pure.

Book excerpt: This Defense Science Board report recommends improvements for protecting military forces engaged in counterinsurgency, stability, and related operations. These protracted operations have no front lines and entail U.S. forces distributed and intermingled within the local populace; the same populace that adaptive enemies attempt to hide within. While its subject is force protection, the task force has little to say about armor, fences, portals, and other defensive measures. Such defensive measures are only one ingredient of force protection. At least as important are offensive mind set, information, and "winning trust, hearts and minds." It is these other elements of force protection that are the focus of this report. There are two major themes: empowering the "strategic corporal" and transforming the Department of Defense (DoD) into an adaptive learning organization. Stability and counterinsurgency operations place huge burdens on junior officers, non-commissioned officers (NCOs), and the units they command. Today they are making decisions traditionally considered far above their pay grades. For these missions, small unit performance represents the key to success since tactical actions inevitably have strategic implications. Success in these type of operations also requires that DoD adapt to rapidly changing circumstances and the action of dangerous adversaries who themselves are highly adaptable. U.S. military forces are making progress toward becoming such a learning organization, but much more needs to be done. Within the Pentagon there is often excessive focus on materiel as "the solution" and technology applied solely to materiel development. In contrast, this task force has centered its attention on training, leader development, professional military education, and how those factors contribute to enhancing small unit effectiveness, cultural awareness, tactical intelligence, information operations, and rapid learning and sharing of experiences.

Book excerpt: Given the current world order with the U.S. as the only superpower, our level of global commitment remains high and as such the U.S. can expect its armed forces to be engaged in multiple MOOTWs worldwide now and for the foreseeable future. As we have seen in Beirut, Khobar Towers, and even in Somalia, these operations can be just as deadly as full-scale war. Force protection for all future military operations must therefore be seriously considered as a critical function at the operational level, not just as independent efforts at the tactical level as we have seen in the past. We must develope a joint force protection doctrine which is focused at the operational level and geared for MOOTWs. This doctrine should include the intelligence infrastructure necessary to best serve the CINCs. It should also include physical security precautions as well as education and training procedures. We will never be able to predict nor thwart every potential attack against U.S. forces conducting MOOTW. However, it is apparent that our approach to force protection has to change, by first establishing an operational focus. We owe it to our troops and our country.

The problem facing military planners is a lack of knowledge and guidance to provide for deliberately establishing conditions to protect against threat actions upon the GLOC and enable the service support forces to provide continuous support. There is no single reference in the common professional soldier's library that addresses and analyzes methods of conducting defensive techniques to protect the ground, and specifically highway, lines of communication during times of conflict. This monograph first identifies the theoretical applications of GLOC security as presented by the early military theorists, then provides analysis of the occurrences and outcomes of pertinent events in past conflicts, analyzing the relevance of ensured sustainment support. It further addresses GLOC security operations in the US Army Force XXI concept and during more contemporary Operations Other Than War (OOTW) deployments. This monograph concludes by identifying what US Army doctrine states relative to GLOC security guidance and operations, what history demonstrates as true, what is lacking between the two, and recommendations on how to bring the doctrinal base and historical knowledge in line in an attempt to provide appropriate planing guidance for the operation and security of ground lines of communication during military operations. The study recommends changes or improvements in the following areas: countermine and survivability doctrine, and the tactical concept of operations required to maintain unity of effort over GLOC security. Commanders and staffs of Army headquarters serving as a joint task force or multinational headquarters should also refer to applicable joint or multinational doctrine concerning the range of military operations and joint or multinational forces. Book excerpt: United States military operations in Iraq and Afghanistan demonstrate that adversaries are likely to persist in seeking advantage through asymmetric warfare. Within this context, emerging doctrine on Network Centric Warfare (NCW) and Effects Based Operations (EBO) must realistically apply to the U.S. Army, and more specifically, to Combat Service Support (CSS) leaders on the battlefield. In light of emerging doctrine, this monograph proposes necessary adaptations to force protection for Distribution-Based Logistics (DBL) under conditions of asymmetric warfare. Building on experience from Vietnam and contemporary operations in Iraq, this study examines the anticipated impact of the Joint Operational Environment (JOE) on CSS operations, including the key issue of tactical distribution. Among its conclusions, this study argues that the Army must insure that CSS leaders in the field have the ability to gain the required situational awareness to support and sustain the tactical commander's force momentum. In addition, the author argues that a transforming Army must balance efficiency and effectiveness to assure CSS units the necessary resources for mission accomplishment on the future asymmetric battlefield.
