Book excerpt: This report attempts to structure the broad range of issues affecting the potential development of anti-tactical ballistic missile (ATBM) systems by evaluating the relationship among NATO's potential needs for ATBMs, the technologies under development in the Strategic Defense Initiative (SDI) program, and the political constraints in the Federal Republic of Germany (FRG), where ATBMs would be deployed. The authors conclude that planners attempting to improve NATO's air defenses and those attempting to advance SDI research goals are faced with distinctly different problems. Since NATO's requirements have little connection to SDI, an ATBM system intended to advance SDI goals must be based almost entirely on SDI objectives and could cause controversy in the FRG. Conversely, the limited systems of most interest to NATO stand outside the political debate.

Book excerpt: In 2010, NATO decided to expand its ballistic missile defense program, in part because of the American offer to include its European Phased Adaptive Approach (EPAA) as the centerpiece of an expanded effort. For the Allies' part, few have actually contributed tangible ballistic missile defense assets, in terms of missile interceptors, radars or other sensors, or ballistic missile defense-related platforms. This is likely to have significant implications for the U.S. Army, which has an important but largely underappreciated role in NATO missile defense today. In particular, the Army is likely to face increased manpower demands, materiel requirements, and training needs in order to meet the demand signal created by the NATO ballistic missile defense program. Additionally, Army units involved directly in or in support of ballistic missile defense are likely to face a higher OPTEMPO than currently projected. Ultimately, this will exacerbate the perceived imbalance in transatlantic burden-sharing, particularly if the EPAA provides little, if any, benefit to the defense of U.S. territory, given Washington's decision to cancel Phase 4 of that framework.

The USA subsequently gave top priority to the development of a system against tactical ballistic missiles as part of the National Missile Defense program. NATO and the WEU has agreed it needs capabilities to defend the entire spectrum of air threats including tactical ballistic missiles (TBMs), tactical aerodynamic missiles (TAMs), and manned aircraft (MA) through an extension of the existing Integrated Air Defense System (IADS). This research concentrates on Theater Missile Defense, compares the US program and the European approaches in NATO and WEU and analyzes the current European dependence on US assets, especially on space assets for early warning and reconnaissance, and the current limited capabilities of the European NATO allies in active ballistic missile defense issues. Furthermore it looks for fields of equal and fair multinational cooperation as a way to reduce costs and to optimize limited resources by sharing technology and capabilities. It shows that the European industries are capable to develop military space assets and able to participate in multinational cooperation's. It also shows, that it is very difficult in Europe and NATO to bring all nations together for the developing of an European Ballistic Missile Defense architecture and to provide the necessary funding.
