Rapid urbanization in developing countries brings numerous problems and challenges; urban poverty is one important issue. This important volume presents the findings of a complex and revealing multidisciplinary cohort study conducted in the slums of Dhaka, Bangladesh. Detailed information was assembled on material, social and economic conditions, livelihoods, health and nutritional status. Together with associated qualitative work, the data forms the basis for understanding groups who are vulnerable to economic and environmental shocks and stresses, and for differentiating strategies which might be adaptive in situations of hardship and scarcity. The author examines many aspects of poverty and vulnerability including livelihoods, work disabling illness and coping strategies, the female workforce, women’s negotiation and well being, marital instability, child labour, and investments in health and nutrition, and utilizes the assembled material to debate on policy options.

Book excerpt: Under the current neoliberal regime, the numbers of urban poor are increasing in the rapidly-urbanising regions of the global South, including Bangladesh. Formal urban planning approaches derived from experience in the global North, have failed to tackle the consequent poverty challenges. This study aims to improve the planning system for tackling urban poverty in Bangladesh, using Khulna city as a case study. Following a review of the international literature on urban poverty and urban planning, a conceptual framework for the analysis of the case study is constructed. An investgiation of the poverty situation in Khulna through an analysis of secondary data and a field study of selected informal settlements is then undertaken followed by a detailed examination of current planning processes, institutional arrangements and policies through key actor interviews and an analysis of the current poverty situation. The literature shows that urban spatial poverty in the global South is characterised by deprivation, exclusion and deficiencies in individual capability and participation in decision-making. Rational communication in favour of the poor should be a crucial part of the planning process; neo-liberal development policies should be supplemented by a coordinated role for key urban actors, including public bodies; poverty-focused and just planning policies needs to be implemented to ensure justice for the poor and to tackle spatial and capaibility deprivation and exclusion. The Khulna case reveals that the actual planning practice fails to follow these established pro-poor principles since it is predominantly controlled by expert opinion and dependent on traditional survey-based analysis rather than on a participatory mechanism. Many actors are active in the spatial development of Khulna but their efforts are uncoordinated, with public agencies playing a limited plan-making role. Existing plans fail to provide policies to tackle major poverty problems such as the lack of formal employment and decent incomes, over-dependency on the informal economy, poor housing conditions, slum living and inadequate or sub-standard urban services. This study recommends that there should be new statutory laws to ensure meaningful participation of the poor, a strong role for the city corporation in engaging the poor in decision-making and a pro-active role for the planners in promoting awareness of planning issues among the poor. Effective collaboration requires enhanced powers of coordination for the planning authority and its strong cooperation with the city corporation. Local policy-makers should acknowledge national strategies for urban poverty elimination and a coherent planning policy for different administrative tiers, a reduction in economic-growth and market-biased policies and a statutory requirement to safeguard the interests of the poor. These findings contribute to broadening the knowledge base on pro-poor planning and development in developing countries in general.

The impact of climate change will accelerate Bangladesh's ongoing urbanisation, as well as deepen the scale and severity of urban poverty. That urban poverty reduction will subsequently be increasingly important to the ability to meet national goals for poverty reduction means that policy and action must pay more attention to the urban poor. This is contingent upon two factors: a better understanding of the scale and nature of urban poverty reduction and vulnerability, and the confrontation of powerful interests necessary to secure national commitment to urban poverty reduction.

Simultaneously, the city’s contribution to the national economy almost trebled. Dhaka, the economic powerhouse of the country, stands on the cusp of a dramatic transformation that could make it much more prosperous and livable. Today, Dhaka is prone to flooding, congestion, and messiness, to a point that is clogging its growth. But toward its east, where two major highway corridors will one day intersect, is a vast expanse of largely rural land. And much of it is within 6 kilometers of the most valuable parts of the city. The time to make the most of this eastward opportunity is now. Many parts of East Dhaka are already being developed in a haphazard way at an alarmingly rapid pace. Private developers are buying land and filling it with sand so they can build and sell new houses and apartments. Canals and ponds are disappearing, and the few narrow roads crossing the area are being encroached by construction. This spontaneous development could soon make East Dhaka look like the messy western part of the city, and retrofitting it later will be more difficult and costlier than properly planning and developing it now. Toward Great Dhaka: A New Urban Development Paradigm Eastward seeks to analyze how the opportunity of East Dhaka could be realized. Using state-of-the-art modeling techniques, the study simulates population, housing, economic activity, and commuting times across the 266 unions that constitute Greater Dhaka. It does so under various scenarios for the development of East Dhaka, but always assessing the implications for the entire city. The simulations suggest that pursuing a strategic approach to the development of East Dhaka would make Greater Dhaka a much more productive and livable city than continuing with business as usual. Based on current trends, Greater Dhaka would have a population of 25 million in 2035 and an income per capita of US$8,000 at 2015 prices. However, embracing a strategic approach would add 5 million people to the city. And, it would be a more productive city, with nearly 1.8 million more jobs and an income per capita of more than US$9,200 at 2015 prices, enough to put Dhaka on the map of global cities.
