Learning mobility in the youth field is increasingly recognised and present in European programmes and in the activities and initiatives supported by the European Union, the Council of Europe and other institutions. Providing a meeting place for people from different environments and communities, learning-mobility programmes draw attention to values, trigger reflections on them and stimulate questioning and critical examination. If prepared and facilitated well, these experiences can contribute to preparing and supporting young people and adult learners to be active in society and to be agents of change. This T-Kit has been written by and is for facilitators of learning, to help start their thinking process about an important, but also complex, topic. It aims to promote value-based education in general: to explain it and, with practical examples related to specific values, show how it can be used. It is framed within the current policy framework of the Council of Europe and the European Union, including their youth-mobility programmes. The T-Kit should be understood through a holistic learning and non-formal education approach: the combination of theory, background information, examples and some practical ideas should help to initiate reflection from the relatively new angle of value-based education in learning mobility in the youth field. Value-based learning is not neutral, and neither is the T-Kit – Value-based learning in mobility projects. It is rooted in a set of values that it explores, promotes and encourages action based on them. To support this process, the T-Kit is divided into two parts: one conceptual and one practical. The conceptual part lays the foundation for value-based learning in mobility, while the practical part encompasses concrete activities and “thought provokers”, which address the dilemmas and questions that can arise when implementing activities.

Book excerpt: Ukraine is the 19th country overall, and the third of the Commonwealth of independent States (following Armenia and Moldova) to have its youth policy reviewed by the Council of Europe's international review team. Ukraine presented a range of new challenges: it was by far the largest country geographically and it embodied geo-political characteristics (from North to South, and East to West) that are reflected in its philosophy and approach to youth policy development. This international review explores three issues of particular interest to the Ukrainian authorities: health and healthy lifestyles, employment and employability, and patriotic education and citizenship, in addition, the international review pays special attention to questions of youth participation and engagement, and to those groups of "vulnerable" young people who are at most risk of social exclusion. The review argues for the establishment of a more open development model for youth policy in Ukraine, supported by a clear strategic vision and the strengthening of its commitment to local capacity and autonomy in shaping relevant programmes and projects, in particular, it also advocates the promotion of more diverse methodologies in the implementation of youth policy, based on non-formal learning and skills-development principles.

Youth participation is at the core of youth policy in the Council of Europe, which includes co-management as a form of sharing power with youth representatives. The revised European Charter on the Participation of Young People in Local and Regional Life, adopted in May 2003 by the Congress of Local and Regional Authorities of the Council of Europe, is a standard-setting instrument for youth participation. The manual “Have your say!” was produced to support local and regional authorities, youth organisations and young people who want to give young people a real say for a meaningful democratic youth participation. According to the Charter, participation is about having the right, the means, the space and the opportunity and, where necessary, the support to participate in and influence decisions and engage in actions and activities so as to contribute to building of a better society. Book excerpt: Supporting children and young people to participate safely, effectively, critically and responsibly in a world filled with social media and digital technologies is a priority for educators the world over. Most young people in Europe today were born and have grown up in the digital era. Education authorities have the duty to ensure that these digital citizens are fully aware of the norms of appropriate behaviour when using constantly evolving technology and participating in digital life. Despite worldwide efforts to address such issues, there is a clear need for education authorities to take the lead on digital citizenship education and integrate it into school curricula. In 2016, the Education Department of the Council of Europe began work to develop new policy orientations and strategies to help educators face these new challenges and to empower young people by helping them to acquire the competences they need to participate actively and responsibly in digital society. This volume, the first in a Digital Citizenship Education series, reviews the existing academic and policy literature on digital citizenship education, highlighting definitions, actors and stakeholders, competence frameworks, practices, emerging trends and challenges.
